AN ORDINANCE i0 GRAIiT A FRANCHISE TO THE O', TaERS OF THE
SOUTH HALF OF LOT ELEVEN AND NORTH HALF OF LOT TEN IN
BLOCK SE'VENTY -SIX OF THE ORIGINAL CITY OF LITTLE ROCK,
ARKANSAS TO CONSTRUCT AND MAINTAIN A BUILDING UiIDER THE
SIDEWAhK ON MAIN STREET ADJACENT TO SAID LOT.
BE IT ORDAINED BY THE CITY COUNCIL OF TIC CITY OF LITTLE
ROCK, ARKANSAS :
Section 1. That a franchise is hereby granted to the
estate of Diary P. Reid and to IfIary IDIallory King, Pat R. 1,11allory,
George L. Liallory, Jr. and Emily Louise Mallory to excavate under-
neath the sidewalk and to construct a building; therein in accordance
with plans and specifications for the sub -area space under said
sidewalk upon the approval of said plans and specifications by
the City engineer.
Section 2. It is hereby ascertained and determined by
the City Council that the contract for the excavation for the base-
ment of said building has already been let and that the work is
in progress and that it is necessary that this ordinance become
immediately effective in order that said operations may proceed
without delay. Therefore an emergency is hereby declared and for
the immediate preservation of the public peace, health and safety,
this ordinance shall take effect and be in force from and after
its passage.
