AN ORDINANCE PROHIBITING THE KEEPING OF COWS., GOATS ,ATTD OTHER HOOFED ANITTALS 4�ITBIN THE CITY OF LITTLE ROCK., EXCEPT UNDER CERTAIN CONDITIONS,PRESCRIBING THE REGULATIONS FOR KEEPING WALL ANIMALS AND FOWLS V "ITHIN THE CITY, PPOVIDING A PENALTY FOR THE VIOLATION THEREOF, AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE CITY COUYCIL OF THE CITY OF LIT'T'LE ROCK, ARKANSAS: SECTION 1. It shall be unlawful to keep cows, goats, or other hoofed animals in a pen or lot within 75 feet of any residence otr ;er than the residence of the livestock owner. It shall be unlawful to keep cows, Foats or other hoofed animals in a pen or lot within 75 feet of anv business establishr-.ent which is regularly used by lar=ge numbers of people. SECTION 2. Small animals such as rabbits and guinea pigs and fowls, such_ as chickens, guineas, turkeys and the like mar be kept within the city limits, subject to the following regulations: (1) All such animals must be provided with adequate housing. Floor space in such houses must have the following minima: Rabbits 4 sq. feet per animal over 4 months of age Turkeys 4 sq. feet per bird over 4 months of age Chickens 2 sq. feet per bird over 4 months of age (and similar fowls) Bantams 1 sq. foot per bird over 4 months of age (2) All pens or yards where such livestock is kept shall be placed the following minimum distances from any business establishment which is regularly used by large numbers of people, and /or any residence other than that of the owner of the livestock: Rabbits 10 feet All other anirials covered in Section 2, Paragraph 1 25 feet Chickens or similar fowls must be kept at least 5 feet from owner's residence as well as 25 feet from the house of the nearest neighbor. SECTION 3. That feed stores may keep poultry and animals for demon- stration purposes provided salle are kept inside the business building and comply with all sanitary regulations provided herein. That poultry =douses may keep fowls for sale provided same are kept inside the business build- ing and comply with all the sanitary regulations provided herein. SECTIOT? 4. It shall be unlawful for any person having authority to control the use of any stable, pen, shed, stall, or other places where animals or fowls are kept, to allow same to become filthy, malodorous, it 5 - 2 - or insanitary. Every person who owns or keeps such animals or fowls shall maintain in connection therewith a garbage can, bin or pit in which the manure from said animals shall be placed pending; reroval. Said garbage can, bin or pit shall be provided with covers or other devices approved by the Health Officer, sufficient to prevent the in- gress and egress of flies and other insect pests. Said garbage can, bin or pit shall be located at a point most remote from the house of the nearest neighbor and most remote from any street or avenue but must remain on the premises of the owner. All persons controlling such places where animals or fowls are kept shall remove all manure from such garbage can, bins, or pits before same shall become malodorous or in- sanitary. It is further provided, however, that any person may use said rranure upon his premises for the purpose of enriching his own ground, or for any other purpose to which manure can properly be put, when same is not offensive or insanitary; and provided, further, that any person may remove manure from garbage cans, bins, pits, or other places where deposited for any purpose when such manure is not offensive or insanitary. All places wherein livestock: is kept shall have adequate drainage sufficient to prevent standing water in yards or pens. Duck ponds shall be drained and cleaned regularly. All yards or pens wherein livestock is kept shall be regularly covered with lime or other suitable chemical agents, as may be approved by the Health Officer, to prevent bad odors or nuisances to neighbors. SECTION 5. It shall be unlawful for any person to have and keep any animal or fowl infected with a disease which may contaminate other animals or fowls and which nay be a health hazard. SECTIM 6. A violation of any provision of this ordinance shall be punishable by a fine not to exceed 53500.00 and costs, or imprisonment for not more than 60 days, either or both in the discretion of the Judge. Each day that a prohibited condition shall be continued shall be con- sidered a separate and distinct offense. Any failure to carry out the time specific orders issued by a Public Health Officer within the /prescribed thereon shall likewise be an offense punishable as above stated. 'f • A - 3 - SECTIOl`Y 7. All ordinances and parts of ordinances conflictirIE herewith are hereby repealed, and this ordinance shall be in full. force and effect from, and after its passage and approval.
