has undertaken a number of projects for the beautifica-
tion of the City.of Little Rock; and
S, the Committee heretofore appointed by the

said Little Rock Beautiful Commission has caused to be
done considerable work in the surveying and formulating
Of plans fora
Permanent Rose Garden, to be located in
McArthur Park; and
WINS, it is necessary this .Council create a
Permanent Body to have the supervision and control of the
construction and maintenance of a Municipal Rose Garden;
IvOW, TMWORE, BE IT ORDAINED BY THE CITY COITATCIL OF
TIE CITY OF LITTLE ROCK, ARKANSAS;
Section 1, There is hereby created aced and established. a
Municipal Rose Garden Commission,

Section 2, The Municipal Rose Garden Commission shall

consist of Ten elective members and Two Rc-- officio
members, - six of whom shall be selected from the Board
of Governors of the Little Rock Beautiful
} Commission

their terms as members of the Little Rock Beautiful

Corlriission expires. These six members -so selected from
the Little Rock Beautiful Commission shall in turn, by
majority vote, select not more than Four additional
j members, who shall be residents of Pulaski County, Arkan-
sas, and shall be designated as Members at Large. The
terms of office of the Members at Large first selected
by the'Municipal Rose Garden Commission shall be from
one to four years. The first to be selected shall have
a term of One Year from the date of selection, the second,
Two Years from the date of selection and o
s on until not
exceeding Four have been named as Members at Large.
Thereafter, the terms of office shall be for Four Years
each for each new Member at Large selected as above. In
addition to these members selected as herein provided.,
the Chairman and Secretary of the City Beautiful Commis-
sion shall be members ex- officio of the Municipal Rose
Garden Commission.
Section 3. The members of the Municipal Rose Garden
Commission as now constituted, and the terms of office
are as follows:
J. W. House
Mrs: Guy Williams Two years
Mrs. J. W. Walton One year
One year
Mrs. D. D. Terry One year
Mrs. E. M. Archer Two years

Neil Park One year
The ?Members at Large are as follows:
J. E. Greutter One year
Walter Vestal Two years
Edgar A. Hodson Three years
Mr Raymond Gesell, Ex- officio

One other Member at Large to be named by majority vote of
the above Committee.

Section 4, The Municipal Rose Garden Commission shall "
Prepare and adopt plans for the landscaping of the property
herein below described and the designing, planning and
maintenance of the Rose Garden for the growing, exhibition
and propagation of Roses, Annual and Perennial Flowers,
Shrubs and Trees; said Garden to be located on the property
herein 'below described.

Section 5. The plans, - if they involve the removal

I or alteration of any building or destruction of any trees
in excess of Six inches in diameter at the bases shall be
I
first approved by the City Council before any work is under-
taken.
Section 6. The
property, to be used by the Cmm3.ssion
in the establisImient and maintenance of the Municipal Rose,,.
Garden,, is as follows, to-wit:

Section 7. The Municipal Rose Garden Commission shall
have the power and authority to:
Solicit contributions;
(2) Accept
gifts;
(3)
`Lay out, construct, build and repair and to main-
tain the
property for the purposes herein set forth;

as a Rose and Flower Garden;
�5 Pay for all e ui en
q Pn t, plans,
supervision, materials,

labor or incidentals necessary for said project;
and such labor as may be necessary, buy and sell
materials incident to the operation of said Garden;
hold contests, charge admissions and publish bulle-
tins that may be' advisable `in the opinion,of the
Commission;
(6) To establish ,rules and regulations pertaining to
` the care., preservation and exhibition of the rose
and flower garden.

Section 84 All ordinances or.parts of ordinances in
confli6t"herewith are "hereby repealed, and this Ordinance
shall b in full force and effect from. and .after its passage
