AN ORDINANCE APPROPRIATING A SUM NOT TO EXCEED ONE
THOUSAND DOLLARS (1.,000.00) FROM THE GENERAL.FUND
OF THE CITY OF LITTLE ROCK TO PAY THE EXPENSES OF
RESEARCH TO DETERMINE A JOB CLASSIFICATION AND
COMPENSATION PLAN FOR POSITIONS UNDER CIVIL SERVICE
AND RESEARCH AS TO RELATED FACTORS AS CITY REVENUES
AND TAXING POWER; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCS,

SECTION 1. There is hereby appropriated out of the
General Fund of the City of Little Rock a sum not to exceed
One Thousand Dollars ($10000.00) to cover the expense of the
research staff of the University of Arkansas in establishing
a classification of all jobs under Civil Service in Little
Rock, including an analysis of duties performed and a compensa-
tion payment plan for each job classification; also the research
related to factors such as city revenues and taxing power, over-
all personnel administration and as pertains to the existing
framework and structure of municipal goverment.
SECTION 2. The proper city officials are hereby
directed and authorized to take the necessary steps and execute
such instruments as may be necessary to accomplish the provisions
of this ordinance.
SECTION 3. All ordinances or parts of ordinances in
conflict herewith are hereby repealed. Unless the provisions of
this ordinance are put into effect immediately, the public peace,
health and safety of the citizens of Little Rock will be adversely
affected. Therefore, an emergency is hereby declared to exist and
this ordinance shall be in full force
