WINANCE NO. 8872 AN ORDINANCE RELATING TO THE ACQUISITION, CLEARANCE AND REDEVELOPMENT OF THAT BIIGHTED AREA.IN THE CITY OF LITTLE ROCK DESCRIBED IN THE REDEVELOPMENT PLAN BY THE HOUSING AUTHORITY OF THE CITY OF. LITTLE ROCK,_ ARKANSAS: APPROVING THE REDEVELOPMENT PIAN THMEFOR. AM PROVIDING FOR LOCAL. GRANTS- IN-AID IN CONNECTION THEREWITH. Wes, the Housing Authority of the City of Little Rock, Arkansas, by its Resolution adopted on the 3rd day of April, 1952, has submitted for the consideration and approval of the City Council of the City of Little Rock the Redevelopment Plan certified and dated the 3rd day of April, 1952 (together with supporting data), for the acquisition, clearance and redevelopment of that blighted area in the City of Little Rock which is described as follows: The project area consists of ten city blocks described as beginning at the intersection of West Eighteenth Street and High Streets; thence east along West Eighteenth Street to the intersection of Cross Street ;.thence north along Cross Street to the intersection of West Sixteenth Street; thence east along West Sixteenth Street to the intersection of Chester Street; thence north along Chester Street to the intersection of West Fifteenth Street; thence east along West Fifteenth Street to the intersection of Izard Street; thence south along Izard Street to the intersection of West Eighteenth Street; thence west along West Eighteenth Street to the intersection of Cross Street; thence south along Cross Street to the intersection of Wright Avenue; thence west sing Wright Avenue to the intersection' of Palaski. Street.,-, thence south al©ng-Palssld. Street`to the intersection of West Nineteenth Street; thence vest along West !(insteenth Street to the intersection of High Street; thence north along High Street to the intersection of West Eighteenth Street which is the point of beginning; which said area is hereinafter referred to as the sRedevelopment Area"- S WtIERMS said Redevelopment Plan has been prepared by said Housing Authority and financed with funds advanced by the United States of America through the Housing and Home Finance Administrator under Title I of the Housing Act of 19119 (Public Law 171, 81st Congress, lst Session) all in accordance with Act No, 212 of the Acts of the General Assembly of the State of Arkansas for 1915, and Act No. 298 of the General Assembly of the State of Arkansas for 1937, as amended; and WHEREAS, said Housing Authority is authorized to obtain further Fed oral financial assistance under said Title I of the,Hbusing Act of 1949 to carry out said Redevelopment Plan upon the approval of said Redevelopment v -2- Plan, and the findings, determinations and action herein made, taken and authorized by this Council; and WHEREAS, such further Federal financial assistance will provide a loan in an amount equal to the cost of the acquisition of said Redevelop- ment Area, the clearance and demolition of the slum structures and the construction of site improvements in accordance with the Redevelopment Plan, and in addition such Federal financial assistance will also provide a capital grant to enable said Housing Authority to make said land available at its fair value for the new uses specified in said Redevelopment Plan in an amount not exceeding two - thirds of arq net loss, if the remaining one -third of any net loss is provided by the City of Kittle Rock in the form of either (1) cash grants, (2) donations of land, demolition or removal work, site improvements in the Redevelopment Area, or (3) the provision of parks, public buildings or other facilities necessary to serve And support the new uses of land in said Redevelopment area; and WHEREAS., said Federal financial assistance under said Title I of the Housing Act of 19119 by way of a loan and a capital grant together with the local grants- in-aid on the part of the City of Little Rock as required by said Redevelopment Plan and as herein approved and authorized are necessary to finance and carry out the acquisition of said Redevelopment Area, the clearance and demolition of the slum structures and the execution of said Redevelopment Plan; and WHEREAS., said Housing Authority has certified that pursuant to the public notice duly given by publication in the Arkansas Democrat on 20th day of March, 1952, and on the 27th day of March, 1952, it held a public hearing on the proposed undertaking and Redevelopment Plan at the City Council Chambers, City Hall, Little Rocky Arkansas on the 3rd day of April, 1952, at 7130 Of clock P,M, at a special meeting of said Housing Authority duly convened for such purpose and heard all persons appearing at such public hearing who desired to be heard and gave full consideration to the matters and things presented at such public hearing; and WAS, said Redevelopment Plan. has been duly submitted to the City Planning Commission of the City of Little Rock and said Commission has approved said Plan and found that such Redevelopment Plan conforms to the City Plan for the said City of Little Rock; and _3.. AREAS, this Commission having duly considered said Redevelopment Plan and supporting data and being fully advised in the premises hereby determines that the findings, determinations and action herein made, taken and authorized are in the public interest and for the protection of the health, safety, morals and Welfare of this commmity, and all in accordance with the Charter of the City of Little Rock, Act 212 of the General Assembly of the State of Arkansas of 1945, and Act 298 of the General Assembly of the State of Arkansas of 1937, as amended. NOW, MERMPME, BE IT MMINED BY THE CITY COUNCIL OF THE CITY OF LITTIE ROCK, ARKANSAS: Section 1. That the City Council of the City of Little Rock hereby finds and determines that the area in the City of Little Rock as described in the Redevelopment Plan and as set forth herein is a blighted area as defined by Act 212 of the General Assembly of the State of Arkansas for 1945, and that the slum conditions existing therein are detrimental to the safety, health, morals and welfare of this community and said Redevelopment Area should be acquired by the Housing Authority of the City of Little Rock, Arkansas, and such conditions eliminated and the Redevelopment Plan carried out in the public interest, which said Redevelopment Plan, certified and dated April 3, 1952, is hereby approved. Section 2. chat said City Council hereby further finds and determines (a) that said Redevelopment Plan conforms to the City Plan for the City of Little Rock, being the recognized general plan for the development of the City of Little Rock locality, (b) that said Redevelopment Plan in all applicable particulars fully and satisfactorily (1) indicates its re]a tionship to definite local objectives as to appropriate land uses and improved traffic, public transportation, public utilities, recreational and community facilities and other public improvements, (2) indicates proposed land uses and building requirements in the Redevelopment Area, and (3) indicates the method for the temporary relocation of persons living in the Redevelopment Area and the method of providing decent, safe and sanitary dwellings substantially equal in member to the nmaber of sub- standard dwellings to be cleared from the Redevelopment Area at rents within the financial reach of the income groups to be displaced from such dnbstandard dwellings. Section 3. That said City Council hereby further finds and determines that the said Redevelopment Plan for said Redevelopment Area will afford maim opportunity, consistent with the sound needs of the locality as a whole, for the redevelopment of such area by private enterprise. Section 4* That said City Council hereby further finds and determines that Federal financial assistance under said Title I of the Housing Act of 1949 by way of a loan to finance the acquisition of said blighted area, clearance and demolition of the slum structures and the construction of site improvements in accordance with the approved Redevelopment Plan, together with a Federal capital grant to enable said Housing Authority to make said land available at its fair value for the new uses specified in said Redevelopment Plan is necessary to carry out said Redevelopment Plan and accordingly approval is hereby given said Housing Authority to apply to said Housing and Home Finance Administrator for such Federal financial assistance. Section 5. That the City of Little Rock will in due time and manner provide necessary local grants- in-aid in connection with the redevelopment project, including the construction of a commini.ty center within the said Redevelop- ment Area as set forth in said Redevelopment Plan. Section 6. That all ordinances or parts of ordinances in conflict herewith are hareby,repealed* That there are slwa conditions existing as herein above recited in the city of Little Rock which are detrimental to the safety, health, morals and welfare of the city of Little Rock, Arkansas and as such constitutes an emergency this Ordinance shall take effect immediately.
