�f 2 ORDINANCE NO. 89 AN ORDINANCE AUTHORIZING AND DIRECTING THE POUND MASTER OR ANY OF HIS ASSISTANTS TO PICK UP, UNDER THE SUPERVISION OF THE POLICE DEPARTMENT, ANY DOG ACCUSED OF BITING ANY PERSON WITHIN THE CITY OF LITTLE ROCK, PROVIDING THAT SUCH DOG SHALL BE TAKEN EITHER TO THE POUND OR, AT THE OWNER'S REQUEST, TO A PRIVATE VETERINARIAN AND PLACED EITHER IN THE POUND OR IN THE HOSPITAL OF THE VETERINARIAN FOR OBSERVATION DURING A PERIO. OF TEN (10) DAYS THERE - BY, SUCH.- POUND ©R' � INARIAY , WHO SHAIJ& THEN MAKE A WRITTEN REPORT AS TO THE DOG t S CONDITION TO THE HEALTH OFFICER OF THE CITY OF LITTLE ROCK; PROVIDING FOR A FINE NOT TOEXCEED THE SUM OF TWO HUNDRED AND FIFTY DOLLARS 3250.00) DAILY TO BE ASSESSED AGAINST ANT OWNER OR PERSON WHO IN ANY MANNER INTERFERES WITH, ATTEMPTS TO PREVENT OR FAILS TO SURRENDER A DOG SO ACCUSED TO THE POUND MASTER WHEN DEMAND IS MADE UPON THEM BY A MEMBER OF THE POLICE DEPARTMENT, AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. That any and all dogs biting any person within the City of Little Rock shall be picked up by the Pound Master or any of his assistants, under the supervision of any member of the Police Department of the City of Little Rock, Arkansas. SECTION 2. That after said dog has been picked up by the Pound Master or any of his assistants, said dog shall be taken either to the Little Rock City Pound or, at the request of the owner, to a private veterinarian and placed in the Pound or in the hospital of the veterinarian for a period of ten (10) days, during which the dog will be observed. That the expense of such observation shall be borne by the owner of the dog. That at the end of the period of observation a report shall be made out in writing by either the Pound Faster or the veterinarian as to the condition of the dog. That said report shall be turned over to the City Health Officer for such action as ~he may deem necessary. SECTION 3. That upon affidavit of the person so bitten or the parents or guardians of such person delivered to any member of the Police Department, such member shall forthwith take the necessary steps to have said animal impounded either in the Little Rock City Pound or with a private veterinarian at the expense of the owner. i 1 -2- SECTION 4. That it shall be unlawful for any owner or person in possession of the dog, or for any other person, to refuse to deliver said dog to the Pound Master upon demand by a member of the Little Rock Police Force or to interfere in any manner with the impounding of said dog. That upon-such refusal or interference by the owner or any other person, said person shall be subject to a fine not to exceed the sum of Two Hundred and`fty D ©Mars (4250.00) SECTION 5. That all ordinances or parts of ordinances in conflict herewith are hereby repealed, and the peace, health end safety of the citizens of Little Rock, Arkansas, being endangered by vicious and diseased dogs, an emergency is hereby declared and this ordinance shall be in full force and effect from and after its passage and approval..
