AN ORDINANCE OF THE CITY OF LITTLE ROCK, ARKANSAS, CREATING A BASIC
COMPENSATION PLAN FOR MUNICIPAL EMPLOYMENT; FIXING THE CLASSIFICATION,
SALARY AW NUMBER OF EMPLOYEES OF THE VARIOUS DEPARTMENTS OF THE CITY
OF LITTLE ROCK, ARKANSAS, REPEALING ALL ORDINANCES IN CONFLICT HERE -
UFITH, DECLARING AN EMERGENCY TO EXIST, AND FOR OTHER PURPOSES:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKAN-
SAS:
SECTION 1. CLASSES OF EMPLOYMENT INCLUDED
Subject to the limitations contained in this ordinance, there is
hereby created a four step compensation plan which shall be applied

ing exceptions: Elected Officials, department heads, and part time
employments and employments for which no compensation range has

SECTION 3. EMPLOYMENT
The salaries of new employees shall begin at their classification,
range,ald step No. 1, and after six months continuous service, they
shall advance to step No. 2; after another six months continuous
service they shall advance to step No. 3; and after another 12
months continuous service they shall advance to step No. 4, which is
the maximum salary.
SECTION 4. PROMOTION OR ADVANCE1,1ENT IN RATE OF COMPENSATION
When an employee is promoted from an employment in one class to an
employment in a class allocated to a higher range, he shall advance
to the lowest step in such higher range that will provide not less
than one step increase in compensation unless the fourth step in
such range provides less than one step increase. Such one step shall
be measured by the range to which he is promoted. Thereafter, ad-
vancements in salaries shall be governed by classification, range
and steps, provided that advancements in steps shall require only
six months between Step 1 and Step 2, six months service between
Step 2 and Step 3, and 12 months service between Step 3 and Step 4.
SECTION 5. CUTAPENSATION. CLASSIFICATION AND NUMBER OF E14PLOYEES
The compensation, classification and number of employees in the
various departments of the City shall be as hereinafter provided.

any position the left -hand column shall be the minimum compensation
and the right -hand column shall be the maximum compensation for such

be the maximum compensation for such position. All compensation is
in dollars or Darts thereof and unless otherwise indicated shall be
for one calendar month.

SECTION 17. SANITATION I.LP:-.ITMENT
The enactment of this ordinance shall not effect the compensation of
those employees who at the time of this ordinance is adopted are
receiving in excess of the step in the range for their respective
classes.
SECTION 19. HOURS
a) Employment by the City for the non - uniformed departments shall
be on the basis of eight hours per day and forty hours a week
except in case of emergency wherein an employee may be required
to work in excess of forty hours a week without overtime pay,
except as herein provided.
(b) Employment by the City in the Police Department shall be in
accord with Ordinance #$$57.
(c) Employment by the City in the Fire Department shall be in
accord with the provisions of Act 240 of the Acts of 1947
of the State of Arkansas.

INCUMBENTS RECEIVING C014PENSATION
IN EXCESS OF

The enactment of this ordinance shall not effect the compensation of
those employees who at the time of this ordinance is adopted are
receiving in excess of the step in the range for their respective
classes.
SECTION 19. HOURS
a) Employment by the City for the non - uniformed departments shall
be on the basis of eight hours per day and forty hours a week
except in case of emergency wherein an employee may be required
to work in excess of forty hours a week without overtime pay,
except as herein provided.
(b) Employment by the City in the Police Department shall be in
accord with Ordinance #$$57.
(c) Employment by the City in the Fire Department shall be in
accord with the provisions of Act 240 of the Acts of 1947
of the State of Arkansas.

(c) For the purpose of this section, persons employed in the Fire -
Department shall receive compensation as provided by this Ordi.
nance and Ordinance No. 8461 of the City of Little Rock.
SECTION 21.
This ordinance shall become effective immediately and be retroactive
to September 1, 1952•
SECTION 22.
All ordinances or parts of ordinances in conflict herewith are hereby
repealed and unless provisions of this ordinance are put into effect
immediately, the Public Peace, Health and Safety of the citizens of
the City of Little Rock will be adversely affected; therefore, an
emergency is hereby declared to exist and this ordinance shall be in
full force and effect from and after its passage and approval.
