ORDINANCE NO. 9016
AN ORDINANCE AMENDING SECTION 1 AND SECTION 9 OF
ORDINANCE NO. 5745-AS AMENDED BY ORDINANCE NO. 5959,
FSTABLISHING ANNUAL FEE PAYMENTS FOR.THE COLLECTION
OF GARBAGE AND TRASH, PROVIDING FOR A DIVISION OF
THE CALENDAR YEAR INTO FOUR QUARTERS FOR M_ PURPOSE

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANSAS;
SECTION 1. That Section 1 of Ordinance No. 5745 as
amended by Ordinance No. 5959 is hereby amended to read as follows;
"Section 1. From and after the passage and approval of this
ordinance, all garbage, waste, trash and refuse in the City of Little
Rock shall be collected regularly by the employees of the City of
Little Rock and for said service the Sanitation Department of the
City of Little Rock, or its duly authorized employees, shall collect
fees as set out in the following schedule;
(1) A fee of Four Dollars ( #4.00) shall be collected annually is
advance for each single - family dwelling house actually occupied as a
residence.
(2) A fee of Three Dollars ($3.00) per year, payable in advance,
is hereby levied for each unit of a multiple - family dwelling house
actually occupied as a residence.
(3) For the purpose of staggering the collection of the aforesaid
annual fees throughout the calendar year, said calendar year shall be
divided into four quarters. The first quarter shall cover the months
ofNovsmber, December and January; the second quarter shall cover the

mo jbs of 'February, March and April; the third quarter shall cover the'
months of May, June and July; and the fo ur t h qu a rter shall cove�r $

]Months of August, September and October. That on the first of November,
the first of February, the first of May and the first of August annual
billings shall be made for the purpose of collecting the annual fees
due. That the date of November 1, 192, is hereby established as the
first date on which annual billings shall be made."
That all the rest of Section 1 of Ordinance No. 5745 as
amended by Ordinance No. 5959 shall continue in full force and effect
as presently set forth.

S TION 2. Th&t Section 9 of Ordinance No. 5745 as
sane No. 5959 is hereby deleted in its entirety

"Section 9. That fees herein provided for shall be
payable annually in advance and shall be collected at such places
k and in such manner as the Mayor and Manager of the Sanitation

amount of the fee and said penalty shall become a part of and be
F collected with the regular fees heretofore levied. In the event
that any fee levied herein remains unpaid for a period in excess
of ninety #(90) days from the time the fee first becomes due, the
' City of Little Rock is hereby authorized and directed to institute
civil suit for the recovery of said fee with all penalties attached

thereto plus the court costs in expending same."
SECTION 3. All ordinances or parts of ordinances in
conflict herewith are hereby repealed, -and since it is necessary
to make proper precaution and regulation for the collection of
garbage and since the proper collection of said garbage is
endangered by reason of the fact that there is not adequate money
on hand to collect same in a proper manner, an emergency is hereby
declared to exist, and this ordinance is found to be necessary for
the immediate preservation of the public peace, health and safety
of the citizens of Little Rock, Arkansas, and the same shall be in
full force and effect from and after its passage and approval.
