HomeMy WebLinkAbout9028ORDINANCE NO. 9028 AN ORDINANCE SUBMITTING TO THE VOTERS OF THE CITY OF LITTLE ROCK, ARKANSAS, THE QUESTION WHETHER IT WILL ISSUE BONDS TO THE EXTENT OF $975,000 FOR THE PURPOSE OF ACQUIRING RIGHTS OF WAY FOR STREETS, BOULEVARDS, AND APPROACHES TO BROADWAY AND MAIN STREET BRIDGES•, AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK: SECTION 1. An election is hereby called to be held at the usual polling places in the City of Little Rock on the 4th day of November, 1952, for the purpose of determining whether the City of Little Rock shall issue bonds to the extent of $975,000, bearing interest at a rate not to exceed three per cent (30) per annum, payable semiannually, said bonds to mature as follows: $59,000 in 1956; $60,000 in 1957; $62,000 in 1958; $63,000 in 1959; $65,000 in 1960; $662000 in 1961; $68,000 in 1962; $70,000 in 1963; $72,000 in 1964; $74,000 in 1965; $76,000 in 1966; $78,000 in 1967; $80,000 in 1968; $82,000 in 1969; said bonds to be issued for the purpose for streets, boulevards, and approaches Bridges, and to be payable on February but to be callable at the option of the City may specify in the notice of sale, 1., 1953. of acquiring rights of way to Broadway and Main Street 1, in each of the said years City on such terms as the and to be dated February SECTION 2. Said election shall be conducted and the votes thereat canvassed and the result thereof declared under the law and in the manner now provided for municipal elections, and notice of • 1 -T, said election shall be given by the Mayor by advertisement weekly for at least four times in some newspaper published in the City of Little Rock and having a bona fide circulation therein, the last publication to be not less than ten days prior to the date of said election. The ballots for said election shall be marked: FOR - - - - - - - - - - - - - -- L= AGAINST - - - - - - - - - - - - $975,000 issue of bonds payable serially on February 1, 1956, to 1969, inclusive, to bear interest at a rate not to exceed three per cent (30) per annum, for the purpose of acquiring rights of way for streets, boulevards, and approaches to Broadway and Main Street Bridges. At said election only qualified voters of the City of Little Rock will have the right to vote. The result of said election shall be proclaimed by the Mayor by publication in some newspaper published in said City of Little Rock, and his proclamation shall advise the citizens and property owners of said City that the result as proclaimed will be conclusive unless attacked in the courts within thirty (30) days after the date of such proclamation. SECTION 3. It is ascertained and hereby declared that the City of Little Rock is without adequate facilities for the control and orderly handling of traffic across the Arkansas River, and that on account thereof the safety of its inhabitants is jeopardized, their health impaired, their welfare endangered, and their property without proper protection, and that only by the improvements proposed to be srecured by this Ordinance can adequate facilities be had for the control of said traffic. It is, therefore, declared that an emergency exists, and this Ordinance is necessary for the immediate preservation of the public health, peace, and safety, and this Ordinance shall take effect from and after its passage.
