SECTION 2. That one (1) taxicab shall be permitted to park parallel, without limitation as to time, at the extreme Westerly end of the passenger loading and unloading zone described in Section 1 (B) hereof. Page Three SECTION 3. Any person, firm or corporation violating the pro- visions of this ordinance shall be deemed guilty of a misdemeanor, and upon conviction thereof, shall be fined in any sum not less than $2.00 or more than $5.00. SECTION 4. The owners of the property adjacent to the curb lines herein described shall not be required to pay any fees to the City of Little Rock, Arkansas for the providing of the loading, un- loading and no parking areas herein provided and described. SECTION 5. All ordinances and parts of ordinances in conflict herewith are hereby repealed. SECTION 6. It is hereby determined that unregulated parking of vehicles in the area hereinabove described is causing traffic accidents and much inconvenience to the traveling public, therefore, an emergency is hereby declared to exist, and this ordinance being necessary for the preservation of the public peace, health and safety, shall take effect and be in force from and after the date of its passage and approval.
