except as follows:
(A) Two (2) hour diagonal parking of passenger vehicles shall
be permitted adjacent to the following described curb lines:
(1) Beginning at a point four (4) feet Westerly from the North-
western corner of the intersection of Victory Street and West Markham
Street, extended; run thence two hundred and fourteen (214) feet along

the Northerly curb line of said area; and
(2) Beginning at a point seven (7) feet Westerly from the South-
western corner of the intersection of Victory Street and West Markham
i
Street, extended; runt hence two hundred and seventeen (217) feet

along the Southerly curb line of said area.
(B) Ten (10) minute parallel parking of passenger vehicles for
the purpose of loading and unloading passengers shall be permitted
i
adjacent to the following described curb line:
Beginning at a point two hundred and eighteen (218) feet Westerly
from the Northwestern corner of the intersection of Victory Street
and West Markham Street, extended; run thence one hundred and sixteen
(116) feet along the Northerly curb line of said area.
(C) Ten (10) minute diagonal or parallel parking of trucks and
buses for the purpose of loading and unloading shall be permitted
adjacent to the following described curb line:
Beginning at a point three hundred and fifty (350) feet Westerly
from the Northwestern corner of the intersection of Victory Street and
West Markham Street, extended; run thence twenty -eight (28) feet along
the Northerly curb line of said area.
(D) Taxicabs shall be permitted to park parallel, without limitation
as to time, adjacent to the following described curb line of the land-
scaped area located in the center of said Drive and Parkway area:
Beginning at a point eighty (80) feet Westerly of the Westerly
curb line of Victory Street; run thence one hundred and forty -four
(144) feet along the Northerly curb line of said landscaped area.
SECTION 2. That one (1) taxicab shall be permitted to park
parallel, without limitation as to time, at the extreme Westerly end
of the passenger loading and unloading zone described in Section 1 (B)
hereof.

SECTION 3. Any person, firm or corporation violating the pro-
visions of this ordinance shall be deemed guilty of a misdemeanor,
and upon conviction thereof, shall be fined in any sum not less than
$2.00 or more than $5.00.
SECTION 4. The owners of the property adjacent to the curb
lines herein described shall not be required to pay any fees to the
City of Little Rock, Arkansas for the providing of the loading, un-
loading and no parking areas herein provided and described.
SECTION 5. All ordinances and parts of ordinances in conflict
herewith are hereby repealed.
SECTION 6. It is hereby determined that unregulated parking of
vehicles in the area hereinabove described is causing traffic
accidents and much inconvenience to the traveling public, therefore,
an emergency is hereby declared to exist, and this ordinance being
necessary for the preservation of the public peace, health and
safety, shall take effect and be in force from and after the date
of its passage and approval.
