SECTION 1. It shall be unlawful for milk to be sold, dispensed, or furnished for
huian consumption within the City of Little Roof, Arkansas from a bulk container, through
the means of a millc dispensing device without the operator of the place of business, where
such milk dispensing device is established, Navin; first applied for and secured a permit
to operate a mill dispersing device.
Provided, that if the milk dispensing device is owned by the person, firm, or
corporation six plying the milk for such. dispensing; device the perr:it herein referred to
shall be obtained by tl�e supplier.
Such a perriit raay be te.iporarily suspended by the _ealti_. Officer upon the violation
by the holder of any of the provisions of this ordinance, or revoked after an opportunit -r
for a hearing by the Board of health upon serious or repeated violations.
SECTION 2. Any person, firm, or corporation desiring to install, in case the
device is owned by the supplier, or use a milk dispensing device, if owned b -,,- the operator
of tine business where t°_e dispenser is established, for the sale of or furnishing of milk
for consumption shall request in writing to the Healt _ Offi:cer,permission to install or
u-se a milk, dispensing; device.
The request shall state t.e location of the business where t'__e device is to be
installed, t �.e name of the Firm or operator of suc -. business, t_�_e name and model or type
of the device, and t e name of the supplier of rail' to be dispensed.
SECTION 3. IIo milk or milk product shall be sold from a bulk milk dispensing
device unless the sane has been homogenized and pasteurized. The supplier of dill; for a
dispenser shall have tine responsibility for (1) cleaning and sterilization of the container,
and connections thereto, (2) filling of the containers, (3) labeling of ti-.e containers,
(4) sealing and �slsealing of the containers, (5) the operator of t7 ,e establis mment where the
dispensing; device is located shall be responsible for the cleaning of t'-e refrigeration
cabinet and connections thereto.
All dispensers shall be located so as to be in full view of the public, and the
front face of -c_-e dispenser shall carry a placard sh_otiring the name and grade of the product
sold. The fill-in_- of containers shall be done in a manner which will insure protection from
contamination. Filling pipes shall be of stainless steel and provided with diversion aprons
of sufficient size to protect tl-.e openLa of t .e container. Container lids shall be handled
in suc' -, manner as to protect them from contamination, and parcIrment paper or other approved
material shall be used. under the lid.
All containers dust be sealed with lead or other approved seals ilLmediatel�y
after filling. The seals shall be tig ' 1-�T closed to prohibit the withdrai.ral or introduction
of any substance from or into t'_ -e container, and tl'e er:ptJr containers must be returned to the
supplier grit',: the seals in tact. The seal shall bear the name or be embossed in such a .,ray
as to identify t =_e supplier.
It shall be unlawful to sell milk or nil!, products fro.:i a bulk container if either
of the seals have been broken, and it s'Lall be luzlat:rful to seal or reseal any container
except at the plant tirl:,.ere t'_ - <e container is filled. Containers with broken seals shall not
be resealed and sold as Grade "riot dill: or rlilk products if the breal: occurs after leaving
the milk plant.

SECT L 1. Penalty: Any person t-rho sh.2.11 violate the provisions of this
ordinance, upon conviction thereof, shall be fined not less than twenty -five dollars

constitute a separate offense.
SECTION 5. All ordinances and parts of ordinances in conflict herewith are hereby
repealed., and if ti_e provisions of this ordinance are not Lriediatel`,r enforced, the public
peace, health and safety trill be adversely; affected, ti3p °efore, an erunergency is hereby
declared to exist and this ordinance shall be in fu11 r6rce a_)d effect from and after its
passage and approval. h
