AN ORDINANCE ESTABLISHING AN ANIMAL SHELTER COMMISSION FOR THE CITY
OF LITTLE ROCK, COMPOSED OF SEVEN MEMBERS, WHICH SAID COMMISSION
SHALL MAKE RECOMMENDATIONS FOR NEW CONSTRUCTION, IMPROVEMENTS AND
MAINTENANCE OF SAID EXISTING ANIMAL SHELTER; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK,
ARKANSAS:
SECTION 1. That there shall be an Animal Shelter Commission
of the City of Little Rock composed of seven (7) members. That five
(5) of theme members shall be citizens appointed by the Mayor,
subject to approval of the City Council. That the Commission members
originally appointed shall hold office for 1, 2, 3, 4 and 5 year terms;
said terms to be determined by lot. That all members appointed there-
after shall hold office for five -year terms. That thirty (30) days
prior to the end of each year thereafter, the six (6) remaininjg members
shall nominate a citizen for the office of the expiring Commissioner,
set for a five -year term of office to be ratified by the City Council.
That the other two (2) members of the Animal Shelter Commission shall
be the Chairman of the City Health Committee, and one (1) member of
the City Health Committee, who is to be nominated and elected by the
City Council of the City of Little Rock. The City Health Officer
shall be ex- officio member of the Commission.
SECTION 2. The Commission shall elect a Chairman and
Secretary- Treasurer for 1 -year terms. The Commission shall meet at
least once a month. Special meetings may be called by the Chairman,
or any four (4) members of the Commission upon written notice to the
Chairman. An annual report of all activities of the Commission shall
be filed by the Chairman with the Mayor and City Council of the City
of Little Rock.
SECTION 3. That in appreciation to Mrs. Jeanne Weinmann
for her generous gift of a modern shelter for homeless animals, in
memory of her pet dog, Sandy, the City Council of the City of Little
Rock decrees that for all times hereafter the Animal Shelter shall be
known as "The Jeanne Weinmann Animal Shelter". That there shall be a
plaque on one of the buildings of the Animal Shelter, which shall give
full details concerning the life of Sandy.

SECTION 4. The Commission shall make recommendations for
new construction, improvements, and maintenance of the said existing
Animal Shelters to the Mayor and Members of the Budget Committee each
year for consideration and inclusion in the City Budget. The Commission
is further authorized and empowered to employ architects to design,
make plans and specifications for the Jeanne Weinmann Animal Shelter to
be constructed on the site of the present City Dog Pound property subject
to the approval of the City Health Officer, City Engineer and the City
Council.
SECTION 5. That the Commission is hereby authorized to accept
gifts, grants and bequests from any source for the benefit of this City
Animal Shelter, and shall be used for the preservation and improvement
of the Jeanne Weinmann Animal Shelter.
SECTION 6. That all ordinances and parts of ordinances in
conflict herewith are hereby repealed; and since it is necessary that
the present facilities be improved immediately so that a shelter may
be provided for stray dogs and animals and the removing of such animals
from the streets of Little Rock for the protection of said animals and
the citizens of Little Rock, an emergency is hereby declared and the
peace, health, and safety of the citizens of Little Rock being affected,
this ordinance shall be in full force and effect from and after its
passage and approval.
