OF THE, STANDING CONXITTEES OF THE CITY COUNCIL; DECLARING AN EMERGENCY TO EXIST, AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE CITY CO! TCIL OF THE CITY OF LITTLE ROCK, t RKANSAS SECTION 1. That the chairmen of the five standing committees of the City Council; namely Finance, Safety, Utilities, Health and ,public Works will be selected from among the five members of the City Council whose term of office expires on December 31 of the year for which they are selected to serve as Chairmen. SECTT_ON 2. It shall. be the duty of the Chairman of the Finance Committee to call a meeting of the Chairmen of the other standing com- mittees on or before December 1st of each year and this group by major- ity vote shall elect the chairmen and vice chairmen of the standing committees for the next year as heretofore stated. SECTION 3. The vice chairmen shall be selectee' from the nerabers of the city council whose term of office does not expire on December 31st of the year that they are selected to serve. SECTION 4. That the City Council shall be notified of the select- ion at the first council meeting following the election of the new chair - men, and those so selected as new chairmen shall on or before January 1st notify the City Council of their selection from the members of the council of the members of their committees not here-to-fore selected. It shall be the duty of the new chairman of the finance committee to call. the meeting for A-he purpbse of coordinating the selection of the afore mentioned members. The new committee will serve for one year beginning January ist. SECTION 5. All ordinances or parts of ordinances in conflict herewith are hereby repealed and, since it is vital tt the city8s business that said committees shall have new chairmen, vice chairmen, and personnel so that the city's business may be properly carried on and so that the peace, welfare and safety of the citizens of Little Rock may not be endan- gered, an emergency is hereby declared to exist and this ordinance shall be in full force and effect immediately upon its passage and approval.
