AN ORDINANCE RELATING TO THE ACQUISITION, CLEAR -
E AND REDEVELOPMENT OF THAT BLIGHTED AREA_IN
THE CITY OF LITTLE ROCK, ARKANSAS DESCRIBED IN
THE REDEVELOPMENT PLAN., PROJECT UR.ARK 1 -1, PRO -
JECT NO. 1,_CENTRAL AREA (DUNBAR SCHOOL AREA),
BY THE HOUSING AUTHORITY OF..THE.CITY.OF_LITTLE
ROCK., ARKANSAS; APPROVING AND. ADOPTING, AS A.. PART
OF SAID REDEVELOPMENT PIAN,.CERTAIN.MODIFICATIONS
THERETO; AND FOR OTHER PURPOSES.
WHEREAS, the Housing Authority of the City.of Little Rock,
Arkansas, by its Resolution adopted on the 22nd day of September,
195+, has submitted for the consideration and approval of the City
Council of the City of Little Rock, Arkansas, certain modifications
in the Redevelopment Plan, Project UR ARK 1 -1, Project No. 1, Central
Area (Dunbar School Area), certified and dated the 22nd day of
September, 195+ (together with supporting date), for the acquisition,
clearance and redevelopment of that blighted area in the City of
Little Rock which is described as follows:
Beginning at a point, the intersection of the west line
of High Street and the north line of West 18th Street
in the City of Little Rock, Pulaski County, Arkansas,
thence east along the north line of West 18th Street to
the intersection of the west line of Cross Street; thence
north along the west line of Cross Street to the inter-
section of the north line of West 16th Street; thence east
along the north line of West 16th Street to the intersection
of the west line of Chester Street; thence north along the
west line of Chester Street to the intersection of the north
line of West 15th Street; thence east along the north line
of West 15th Street to the intersection of the east line of
Izard Street; thence south along the east line of Izard
Street to the intersection of the south line of West 18th

Street projected; thence west along the south line of
West 18th Street projected and west 18th Street to the
intersection of the east line of Cross Street; thence
south along the east line of Cross Street to the inter-
section of the south line of Wright Avenue; thence west
along the south line of Wright Avenue to the intersection
of the east line of Pulaski Street; thence south along the
east line of Pulaski Street to the intersection of the
south line of West 19th Street; thence west along the south
line of West 19th Street to the intersection of the west
line of High Street; thence north along the west line of
High Street to the intersection of the north line of West
18th Street which is the point of beginning;
which said Area is hereinafter referred to as the "Dunbar Redevel-
opment Area "; and.
WHEREAS, this Council did, on April 7, 1952, and by
Ordinance No. 8872, approve said Redevelopment Plan as prepared by
said Housing Authority and as approved by the City Planning Commission
of the City of Little Rock, Arkansas; and
WHEREAS, said modifications in said Redevelopment Plan have
been duly submitted to the City Planning Commission of the City of
Little Rock, Arkansas, and said Commission has approved said modifi-
cations to said Plan; and
WHEREAS, this Council having duly considered said modifi-
cations to said Redevelopment Plan and being fully advised in the
premises, hereby determines that said modifications are in the public
interest and for the protection of the health, safety, morals and
welfare of this community, and all in accordance with the Charter of
the City of Little Rock, Act 212 of the General Assembly of the State
of Arkansas of 1945, and Act 298 of the General Assembly of the State

of Arkansas of 1937, as amended.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. That the City Council of the City of Little
Rock, Arkansas hereby finds and determines that said modifications
to said Redevelopment Plan are in the public interest; and said
modifications, certified and dated September 22, 1954, be and the
same hereby are approved and adopted.
SECTION 2. That in order to implement and facilitate the
effectuation of said modifications hereby approved and said Redevel-
opment Plan heretofore approved, it is found and determined that
certain official actions must be taken by this body with reference,
among other things, to changes in zoning, the vacation and removal
of streets, alleys, easements and other public ways, and with respect
to replatting of said Dunbar Redevelopment Area; and, accordingly,
this body hereby: (a) pledges its cooperation in helping to carry
out such Redevelopment Plan; (b) requests the various officials,
departments, boards and agencies of the City of Little Rock, Arkansas
having administrative responsibilities in the premises likewise to
cooperate to such end and to exercise their respective functions and
powers in a manner consistent with said Redevelopment Plan; and (c)
stands ready to consider and take appropriate action upon proposals
and measures designed to effectuate said Redevelopment Plan.
SECTION 3. That all Ordinances or parts of Ordinances in
conflict herewith are hereby repealed.
SECTION 4. That it is hereby ascertained and determined
that said modifications of said Redevelopment Plan are essential to
the immediate removal of slum conditions in, and redevelopment of,
the blighted area described herein; and this Ordinance being neces-
sary for preservation of the public safety, health, morals and

welfare, an emergency is therefore declared to exist, and this
Ordinance shall be in full force and effect immediately upon its
passage and approval.
