ORDINANCE NO. 20,652
3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE BIDDING AND TO AWARD A SOLE SOURCE
5 CONTRACT TO TEECO SAFETY, INC., AS THE SOLE DISTRIBUTOR
6 FOR LESS - THAN - LETHAL ELECTRONIC CONTROL DEVICES FOR
7 THE LITTLE ROCK POLICE DEPARTMENT; AND FOR OTHER
8 PURPOSES.

10 WHEREAS, Teeco Safety, Inc., is the sole distributor of Less - Than - Lethal electronic control devices
11 manufactured by Taser International, the sole manufacturer of these devices; and,
12 WHEREAS, the Less - Than - Lethal electronic control devices are used by police departments across
13 the country; and,
14 WHEREAS, the Less - Than - Lethal electronic control device is the only such device which meets
15 Departmental specifications and also has the ability to record actions during its use; and,
16 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
17 OF LITTLE ROCK, ARKANSAS:
18 Section 1. The Board of Directors dispenses with the requirement of competitive bidding and finds
19 that it is impractical and unfeasible to bid this contract.
20 Section 2. The City Manager is hereby authorized to dispense with competitive bidding and to enter
21 into a contract with Teeco Safety, Inc., for the purchase of Less - Than - Lethal electronic control devices
22 for the Little Rock Police Department.
23 Section 3. The price per unit, including camera, warranty and training cartridges, is One Thousand,
24 Nine Hundred Ninety -Seven and 20/100 Dollars ($1,997.20). The exact number of units that will be
25 purchased is undetermined at this time.
26 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
27 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
28 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
29 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
30 ordinance.
31 Section 5. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
32 any provision of this ordinance are hereby repealed to the extent of such conflict.
