ORDINANCE NO. 9976
AN ORDINANCE APPROVING THE ANNEXATION TO
THE CITY OF LITTLE ROCK OF CERTAIN LANDS
LOCATED IN EAST PALISADES, AN ADDITION
TO THE CITY OF LITTLE ROCK.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK:
Section 1. It appearing that on October 12, 1955, the
County Court of Pulaski County, Arkansas, entered its order, pur-
suant to Section 19 -301 to 19 -306, inclusive, of Arkansas Statutes
(1947) Annotated, as amended by Act No. 142 of the General
Assembly of the State of Arkansas for the year 1953, approved
February 25, 1953, authorizing the annexation to the City of Little
Rock of the following described land in Pulaski County, Arkansas:
(a) Lots A, B, C and D of Block 1, East Palisades, an
Addition to the City of Little Rock, Arkansas, as
shown by a plat of said addition of record in Plat
Book 4, at Page 316 in the office of the Recorder
of Pulaski County, Arkansas; said plat having been
filed in connection with Bill of Assurance dated
April 14, 1953, executed by John P. Almand and
Frances E. Almand, filed for record in the office
of the Recorder aforesaid on May 13, 1953, and
therein recorded in Record 514, at Page 303;
(b) Such portion of the North Half of East Palisades
Drive, as shown on the above mentioned plat, as
lies between a line constituting a prolongation
of the West boundary of Lot A. Block 1, of said
East Palisades (an Addition to the City of Little
Rock), and a line constituting a prolongation of
the East boundary of said Lot D, Block 1 of said
Addition;
(c) The entire portion of Lots B, C and D of Block 2 of
said East Palisades, an `addition to the City of
Little Rock, which lies N rth of the boundary line
of the City of Little Roc2, presently intersecting
portions of said three lots; such intersecting city
boundary line being identical with the South boundary
of the North Half of the Northwest Quarter of Section
30, Township 2 North, Range 12 West, Pulaski County,
Arkansas;

(d) All of the South Half of East Palisades Drive, as
shown on the plat above mentioned, lying -
between a prolongation of the West boundary
of said Lot A. Block 2, and a prolongation
of the East boundary of said Lot D, Block 2,
and
lying North of the boundary of the City of
Little Rock as presently established, said
boundary line being further identified as the
South boundary of the North Half of the
Northwest Quarter of Section 30, Township 2
North, Range 12 West, Pulaski County,
Arkansas;
such order having been entered upon the hearing of a Petition
filed in said Court by Allan Gates, Martha W. Gates and others on
September 8, 1955; and
Section 2. It further appearing that more than 30 days
have elapsed since the rendition and entry of said order of the
County Court and that no person, firm or corporation has instituted
any proceeding to have such annexation prevented and that no notice
has been given to the authorities of the City of Little Rock of
any attempt to vacate, review, set aside or appeal from said order;
Section 3. NOW, THEREFORE, be it ordained that the
City of Little Rock, acting through this Council, does hereby
approve such annexation and does hereby accept, as a part of the
incorporated area of this City, all of the land described in
Section 1 of this Ordinance.
Section 4. It is further ordered that, pursuant to
Section 19 -305 of Arkansas Statutes (1947) Annotated, two copies
of the entire proceedings (including plats) of the Pulaski
County Court in connection with such annexation shall be made
out by the County Clerk and by him duly certified, one of such
copies to be delivered to the municipal council of the City of

Little Rock and the other (with a certified copy of this
Ordinance) to be delivered to the Secretary of the State of
Arkansas.
Section 5. It is hereby ascertained and declared that
persons whose business interests are centered within the City of
Little Rock reside upon the lands to be annexed hereunder; that
said lands are contiguous to, and adjoining, the City of Little
Rock and constitute a logical area for the extension of the
populated area of said city; that said lands are served by the
same public utility companies which serve the City of Little
Kock and are also served by water utility installations owned
and operated by the City of Little Rock, a municipal fire plug
being located thereon; that said lands are also served by the
Little Rock Sanitary Sewer System; that the annexation of said
lands will give the proprietors the benefit of the fire and police
protection, including the benefit of more favorable insurance
rates, and will give the city the benefit of the taxation of said
lands. It is, therefore, declared that an emergency exists, and
that this Ordinance is necessary for the immediate preservation
of the public health, peace and safety, and this ordinance shall
take effect from and after its passage.
