E AN ORDINANCE RELATING TO THE INSTALLATION, OPERATION
AND MAINTENANCE OF PARKING METERS, AND AUTHORIZING
AND DIR ECTIIvG THE BOARD OF PUBLIC AFFAIRS TO ADVERTISE,
TAKE BIDS ATE D PURCHASE PARKING 1ETERS FOR USE BY THE

CITY OF LITTLE ROCK, ARKANSAS, AND FOR OTHER PURPOSES.
BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF THE
CITY OF LITTLE ROCK, ATMINTSAS .
SECTION 1. That from and after the passage _
of this ordinance the Board of Public Affairs of the
City of Little Rock, Arkansas, is hereby empowered,
�uthorized and directed to advertise and accept bids,
based upon specifications to be prescribed by said
board, enter into a contract or contracts for the
purchase.and installation of Parking i,,ieters to be
used to regulate the parking of all vehicles upon the
streets and thoroughfares of said City.
SECTION 2. That such Parking meters,- the

operation and collections made therefrom, shall be
under the direction and supervision of the City Collector.
SECTION 3. That the installation of said
Par -king 1/leters, as provided herein, shall be limited
to an area ,,iithin the corpaate limits of the City of
Little Rock, Arkansas, viihich shall be bounded on the
East by and including Rock Street, on the West by, but
not including Broadway, on the North by and including
lv',Iarkham Street, and on the South by, but not including;
Eleventh Street.
SECTION 4. That the "NET REVENUES" derived
under the provisions of this ordinance and from the
operation of said. Parking Ir }eters, shall be for the
construction of public streets, alleys and boulevards,

or construction of, tinridening, straightening, paving
or otherwise improving streets, �11eys and boulevards,
all within the corporate limits of the City of Little
Rock, Arkansas, or for any one or more of these
purposes.
SECTION 5. "NET REIETUES" mean that part
of the revenue derived by the said City from the
operation of said Parking IiJeters, which remains each
year after paying all costs of operation, maintenance
and enforcement for that year, making adequate provisions
for the depreciation and obsolescence, and providing
for the payments due that year of any indebtedness of
the City arising from the purchase or installation or
both of said Parking ureters and payable out of the
revenues from such meters.
SECTION 6. That should any part of this
ordinance be held invalid by a court of competent
jurisdiction the remaining parts shall be severable
and shall continue to be in full force and effect.
SECTION 7. That nothing in this ordinance
shall limit, nor is it intended to prevent, the rights
of the people under the Initiated. and Referendum
Amendment to the Constitution of 1874.
