AN ORDINANCE AMENDING SECTICN 6 OF ORDINANCE NO.
9991,.PASSED DECEMBER 19,.1955, PROVIDING THAT
THE CITY OF.LITTLE ROCK, ARKANSAS WILL.UNDERTAKE
THE UPGRADING.OF.THE AREA SURROUNDING.THE.PHILANDER
SMITH REDEVELOPMENT AREA (PROJECT.ARK R -1); AND FOR
OTHER PURPOSES
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE
ROCK, ARKANSAS:
SECTICN I. That Section 6 of Ordinance No. 9991, passed
by the City Council of the City of Little Rock, Arkansas on the 19th
day of December, 1955, be and Is hereby amended to read as follows:
" SECTICN 6. That In order to Implement and facili-
tate the effectuation of the Redevelopment Plan hereby approved
It Is found and determined that certain official action must be
taken by this body with reference, among other things, to
changes is zoning and other public actions, and, accordingly,
this body hereby: (a) pledges Its cooperation In helping to
carry out such Redevelopment Plan; (b) requests the various
officials, departments, boards and agencies of the locality
having administrative responsibilities In the premises like-
wise to cooperate to such end and to exercise their respective
functions and powers In a manner consistent with said Redevelop-
ment Plan; (c) stands ready to consider and take appropriate
action upon proposals and measures designed to effectuate said
Redevelopment Plan; and (d) will take appropriate action
calculated to accomplish the upgrading of the area surrounding
said project area through enforcement of all applicable codes
and by providing for the surfacing of streets In the area lm-
medlately adjoining."
SECTICN 2. That It Is hereby found and determined that
there are slum conditions existing In the blighted area described
In Ordinance No. 9991 which are detrimental to the safety, health,
morals and welfare of the Inhabitants of the Locality; and this

Ordinance being necessary for the Immediate preservation of the
public peace, health, morals, safety and welfare, an emergency Is
therefore declared to exist and this Ordinance shall be In full
force and effect Immediately upon Its passage and approval.
