HomeMy WebLinkAbout10020. «' ORDINANCE NO. 10,020 AN ORDINANCE AMENDING SECTIONS 2, 3, AND 4, OF ORDINANCE NO. 9669; REPEALING.ORDINANCE NO. 9751; X9 X PROVIDING FOR A CHANGE IN THE NUMBER OF MEMBERS; THE TERMS OF MEMBERS; THE ORGANIZATION AND RULES OF THE CITY PLANNING COMMISSION; AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. That Ordinance No. 9751 is hereby repealed; and that Section 2 of Ordinance No. 9 669 is hereby amended to read as follows: "SECTION 2.- MEMBERS. The City Planning Commission shall consist of twelve (12) members appointed by the Mayor and ap- proved by the City Council, except those members who serve by reason of other office. All members shall serve without com- pensation. Said Commission shall be composed of nine (9) citizens of Little Rock who hold no appointive or elective public office, qualified by knowledge or experience to act upon matters pertaining to the physical, social and economic development of the City. One (1) member shall be a member of the Little Rock School Board who shall be selected by the Little Rock School Board and approved by the City Council; one (1) member shall be the Chairman of the Public Works Com- mittee of the City Council of the City of Little Rock; and one (1) member shall be the Chairman of the Finance Committee of the City Council of the City of Little Rock." SECTION 2. That Section 3 of Ordinance No. 9669 is hereby amended to read as follows: "SECTION 3. TERM OF MEMBERS. Members of the Commission shall each be appoihted for a term of three (3) years, provided however, that present members now serving shall continue serving their present terms; and those vacancies now existing and the new positions created by this Ordinance shall be filled in the following manner: Three (3) members shall be appointed to serve three (3) years; one (1) member shall be appointed to serve two (2) years; and one, (1) member shall be appointed to serve until November 1, 1956. That November 1ANO of each year is hereby determined to be the anniversary date of the term of -2- the members of the Planning Commission. Appointments to fill vacancies shall be for unexpired terms only." SECTION 3. That Section 4 of Ordinance No. 9669 is hereby amended to read as follows: "SECTION 4. ORGANIZATION AND RULES. In 1956 at the first regular meeting of the Commission in February, the Commission shall elect a Chairman and Vice - Chairman, neither of whom shall hold any elective or appointive public office. Hereafter at the first regular meeting in January of each year, the Commis- sion shall elect a Chairman and Vice- Chairman. The Commission shall adopt rules and regulations to govern its proceeding and provide for a regular meeting date, at least once each month; create such committees as may be necessary to the proper exercise of its functions; and prescribe the duties therefor. Special meetings may be called from time to time by the Chair- man. Five (5) members shall constitute a quorum." SECTION 4. That all ordinances and parts of ordinances in conflict herewith are hereby repealed; that an emergency is hereby declared to exist, and this ordinance shall be in full force and effect from and after its passage and approval.
