AN ORDINANCE APPROPRIATING
THE UM
S OF SEVENTY -
ONE THOUSAND FIVE HUNDRED AND THIRTY -FOUR
DOLLARS AS A CASH GRANT -IN -AID TO THE HOUSING
AUTHORITY OF THE CITY OF LITTLE -ROCK, ARKANSAS,
IN.CONNECTION WITH THE ACQUISITION, CLEARANCE
AND URBAN REDEVELOPMENT OF THAT SLUM AND BLIGHTED
AREA IN THE CITY OF LITTLE ROCK DESCRIBED IN THE
PHILANDER SMITH REDEVELOPMENT PLAN, PROJECT ARK
R -1; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE
ROCK, ARKANSAS:
SECTION 1. That the sum of Seventy -one Thousand Five
Hundred and Thirty -Four Dollars be and hereby is appropriated out
of the General Fund of the City of Little Rock, Arkansas, payable
to the Housing Authority of the City of Little Rock, Arkansas, as
said City's cash grant -in -aid equal to one -third of the cost of
acquisition, clearance and preparation for redevelopment of that
slum and blighted area in said City described in the Philander Smith
Redevelopment Plan, Project ARK R -1, as approved by Ordinance No.
9991 adopted by the City Council of said City on the 19th day of
December, 1955, as amended by Ordinance No. 9999, adopted on the
9th day of January, 1956.
SECTION 2. That the fiscal officers of the City of Little
Rock be and hereby are authorized and directed to do all things
necessary and appropriate to cause said sum of Seventy -One Thousand
Five Hundred and Thirty -Four Dollars to be paid out of said City's
General Fund to the order of said Housing Authority of the City of
Little Rock, Arkansas.
SECTION 3. It is hereby found and declared to be a fact
that consummation of the Philander Smith slum clearance and urban
redevelopment project is immediately necessary for the preservation
of the public health, welfare, morals and peace. An emergency is

therefore declared to exist and this ordinance shall take effect
immediately upon its passage and approval.
