AN ORDINANCE TO P 1OVIDE CERTAIN REQUIREMENTS
TO BE MET BY NON -.'c DERALLY MEAT INSPECTED
ESTABLISHMENTS, THAT ARE RECETVING THE 11EAT
MRADING SERVICE OF THE LIVESTOCK DIVISION
OF THE AGRICULTURAL MARKETING SERVICE, UNITED
STATES DEPARTMENT OF AGRICULTURE, AND THAT ARE
BEING OPERATED AND THEIR PRODUCTS INSPECTED
BY THE CITY HEALTH DEPARTMENT, AND FOR OTHER
PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK,
ARKANSAS:
SECTION 1. An ante-mortem inspection of all animals
shall be made just prior to slaughter and a post - mortem exami-
nation shall be made at the time the animals are slaughtered.
The inspectors shall examine the cervical and skeletal lymph
glands, the viscera and organs with their lymph glands, and all
exposed surfaces of the carcasses of all animals. All examinations
shall be made in the slaughtering department during the slaughter-
ing operations and not on a spot -check basis.
SECTION 2. The ante - mortem and postmortem inspections
and examinations of all animals shall be made by a qualified,
accredited Veterinarian, or by a qualified meat inspector working
under the supervision of a qualified, accredited Veterinarian,
provided that the final inspection and disposition of all unfit
and /or suspicious animals found on ante - mortem, and the final
inspection and disposition of all carcasses or parts of carcasses
showing pathological lesions on post - mortem examination shall be
made by a qualified, accredited Veternarian.
SECTION 3. All hand washing facilities throughout the
plant shall be foot pedal operated, and all hot water outlets
throughout the plant for cleaning and disinfecting equipment and
surfaces shall have available not less than 1800 F. hot water.
SECTION 4. All brands used in marking the carcasses
shall remain in custody of the inspector at all times, and all
dressing rooms shall be provided with adequate locker and shower
facilities and shall be kept neat and clean. Rat viruses shall not
be used on the premises.
SECTION 5. All inspectors shall be employed, assigned,
and paid by the city of Little Rock, and shall not perform any
work for any establishment operating under the meat inspection
service of the city of Little Rock, other than in their official
capacities.

SECTION: 6. All ordinances and parts of ordinances in
conflict herewith are hereby repealed, and as the public health,
peace, and safety are directly affected by the provisions of this
ordinance, an emergency is hereby declared to exist and this
ordinance shall be in full effect fron and after its passage.
