HomeMy WebLinkAbout108031 r' ORDINANCE NO. 10,803 AN ORDINANCE REGULATING FEES TO BE CHARGED FOR REPLACEMENT OF GRAVEL AND PAVEMENT ON STREETS OR ALLEYS CAUSED BY EXCAVATING; PROVIDING FOR PERMIT AND PERMIT FEE THEREFOR; PROVIDING FOR SURETY BOND; REPEALING ORDINANCES No. 4013, 864o, AND 9228 IN THEIR ENTIRETY; AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. That Ordinances No. 4013, 8640, and 9228 are hereby repealed in their entirety. SECTION 2. PERMITS That hereafter it shall be unlawful for any person, firm, or corporation to make or cause to be made any excava- tion in any street or alley of this City without first having obtained a written permit from the City Engineer. Said permit shall cost One Dollar ($1.00) for the first Fifty feet (501) or fraction thereof, and One Dollar ($1.00) for each additional One Hundred feet (1001) or fraction thereof. SECTION 3. BACKFILL OF UTILITY LINES All utility lines shall be laid prior to setting any forms for construction. As soon as the joints of the utility lines have hardened to such an extent that they will not be damaged by backfilling, suitable materials from the spoil bank shall be brought up in compacted layers not exceeding eight inches (8 ") in depth of loose material. The first layer shall not extend above the spring line of the pipe in' any case. Compaction of backfill shall be carefully and thoroughly done so as not to displace utility lines from their original positions. All the backfill material shall be at optimum moisture and shall be thoroughly compacted to 90% of maximum density as determined by the Modified Proctor Compaction Test. However, the top Six inches (6 ") of the backfill shall be compacted to 95% of maximum density as determined by the Modified Proctor Compaction test. SECTION 4. CUTS IN PERMANENT TYPE PAVR4ENT When any perma- nent concrete or asphalt street has been cut, the following procedure will be used: (A) After the backfill material has been brought within 72" of the finished surface, the material on either side of the trench shall be removed for a horizontal distance of 9t1 from the widest point of the trench to a depth of 7211. This will provide a shoulder of undisturbed bearing along each side of the trench 9" wide. The cut shall have a uniform width as nearly as is practicable, and shall be made perpendi- U�0 -q - 2 - cular to the surface of the pavement in order that the repair shall result in a uniform, neat appear- ance. If the street is concrete, 72n of 3,000 pound concrete meeting the City of Little Rock specifications is then to be placed on this shoulder. If the street is asphalt, 61' of 3 000 pound concrete will be poured to within 12It of the surface. As soon as the concrete has obtained its final set, the surface will be tack coated and surfaced with 12" of hot mixed asphaltic concrete meeting the City of Little Rock and Arkansas Highway Department specifica- tions. The above requirements shall apply for all pavement thicknesses up to and including the thickness outlined above, but in no case shall the total thickness of repairs to streets be less than the total thickness of the pavement in each individual case. SECTION 5. CUTS IN SINGLE AND DOUBLE PENETRATION STREETS: Backfill on streets which are single penetration or double penetration asphalt streets will be done in the following manner: (a) Compaction requirements will be the same as outlined for all utility lines. (b) The backf ill will be brought to within six inched �611) of the surface. Regular base material of SB 2 will be -- used to within two inches (29 of the surface. The -Tinal two inches (29 will be hot mix asphalt. t SECTION 6. CUTS IN GRAVEL STREETS Backfill on gravel streets will be as follows: (a) Compaction requirements will be as outlined above to within six inches (611) of the surface. The final six inches (611) will be clay gravel. This final six inches (61t) will be tamped in place by using an air tamp. SECTION 7. SURETY BONDS All utility companies and contractors will post a $2,000 surety bond to insure that these requirements are met. If any contractor consistently does faulty backfill, the City Engineer shall reserve the right to refuse to allow him to do any further work in the streets belonging to the City of Little Rock. SECTION 8. FINAL REPAIRS TO CORPORATION CUTS After all compac- tion requirements are met, the City of Little Rock Street Department shall complete repairing the street cuts. The contractor or utility company will be billed monthly on an actual cost basis. SECTION 9• FINAL INSPECTION AND REPAIRS Every utility company shall have an inspector to make inspections of the backfill of Corporation Cuts irrespective of whether the job is by contract or force � f r r v - 2 - cular to the surface of the pavement in order that the repair shall result in a uniform, neat appear- ance. The City Engineer must be notified immediately after completion of the backfill. The City Engineer will send an inspector at once to inspect the backfill for final acceptance. The Street Department will then com- plete repairs within 24 hours. SECTION 10.
