ORDINANCE 00. 10,792
AN ORDINANCE ESTABLISHING A PURCHASING PROCEDURE
FOR THE CITY OF LITTLE ROCK, ARKANSAS; AND FOR
OTHER PURPOSES.
BE IT OBAAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
SECTION 1, The City Manager or his duly authorised
representative shall have the exclusive
power and sesponsibility
to make purchases of all supplies, apparatus, equipment,
materials and other things requisite for public purposes in
and for the City of Little Rock, and to make all necessary
contracts for Nock or labor to be done, or material or other
necessary things Be be furnished for the benefit of said City,
or in carrying out any Mork or undertaking of a public nature
therein,
SECTION 2. Where the amount of expenditure for aptly pur-
_chase or contract authorised in Section 1 exceeds the sum of
$1000.00 the City Manager or his authorised representative
shall invite competitive bidding thereon by legal advertisement
in any local daily newspaper; bids received pursuant to said
advertisement shall be opened not sooner than seven (7) days
nor more than ten (10) days following the date of invitation
to bid; and, thereupon, the City Manager shall transmit to the
Board of Directors all bids received thereon and the Board of
Directors with the approval of the City Manager shall by
resolution duly passed let the contract thereon to the lowest
responsible bidder; provided favther, however, the City or
the Board of Directors may reject any and all bids.
SECTION 3. The Board of Directors, by ordinance, may
Naive the requirement of competitive bidding in exceptional
situations where such procedure is not feasible but, such
exceptional situations being lacking, the Board of Directors

may not except any particular contract, purchase or sale from
the requirement of competitive bidding.
SSCTION 4. It has been determined that the purchasing
procedure of the City of Little Rock can be greatly improved
upon by simplifying the matter of competitive bidding and at
the jAijit time eltminate the necessity for separate ordinances
authorizing the advertisement for bids of each purchase in
excess of a stated sus; that this ordinance will accomplish
the desired results and it being necessary for the preservation
of public peace,bealth and safety, an emergency is hereby
declared to exist. That all ordinances and parts of ordin"ces
in conflict herewith are hereby repealed and this ordinance
shall be in full force and affect from and after its passage
and approval.
