AN ORDINANCE REGULATING TRAFFIC ON THE PUBLIC STREETS
OF THE CITY OF LITTLE ROCK; PRESCRIBING CERTAIN DUTIES .
p� AND RESPONSIBILITIES OF THE TRAFFIC ENGINEER; PRESCRIBING
PENALTIES FOR VIOLATION OF PROVISION OF SAID ORDINANCE;
CREATING AN EMERGENCY; AND FOR OTHER PURPOSES.
BE IT ORDAIIXED BY THE BOARD OF DIRECTORS OF LITTLE ROCK, ARKANSAS:
SECTION 1. It shall be the duty of the traffic engineer to
determine the installation and proper timing and maintenance of
traffic - oontrol de*icee,to conduct engineering analysis of traffic
accidents and to devise remedial measures, to conduct engineering
Investigation of traffic conditions, to plan the operation of
traffic on the streets and highways of this city, and to cooperate
tn-.. with other city officials in the development of ways and means to

o ° improve traffic conditions, and to carry out such additional

powers and duties as may be imposed by ordinance.
oSECTION 2.. The traffic engineer, is hereby empowered to

A fT-1 make regulations necessary to make effective the provisions of
bthe traffic ordinances of this city and to make and enforce
temporary or experimental regulations to cover emergencies or

special conditions. The traffic engineer may test traffic -
control devices that are under actual oonditi ms of traffic.
SECTION 3. The traffic engineer shall place and maintain
traffic- control signs, signals, and devices when and as required
under the traffic ordinances. He may place and maintain such
additional traffic - control devices as he may deem necessary to
regulate traffic under the ordinances of this city or under state
law, or to guide or warn traffic.
SECTION 4. Traffic control signs, signals and devices shall
conform to the manual and specifications approved by the State
Highway Commission. All signs and signals required hereunder
for a particular purpose shall so far as practicable be uniform
as to type and location throughout the city.
SECTION 5. No person shall place, maintain, or display
upon or in view of any highway any unauthorized sign, signal,
marking, or deviow -which purports to be or is an imitation of
or resembles an official traffic- control device or railroad
sign or signal, or which attempts to direct the movement of
traffic, or which hides from view or interferes with the
effectiveness of any official traffic - control device or any
railroad sign or signal. No person shall place or maintain nor
shall any public authority permit upon any highway and traffic aba

sign or signal bearing thereon any commercial advertising.
Every such prohibited sign, signal or marking is hereby
declared to be a public nuisance and may be removed without
notice. This section shall not be deemed to prohibit the
erection upon private property adjacent to highways,of signs
giving useful directional information and of a type that
cannot be mistaken for official signs.
SECTION 6. The traffic engineer is authorized to determine
those intersections at which drivers of vehicles shall not make
right or left turns and shall place proper signs so directing at
intersections. Such regulation of turns may be limited to
certain hours, at the discretion of the traffic engineer. No
person shall iaeka a right or left turn where same is prohibited
by a sign duly placed.
SECTION 7. No person shall drive a vehicle at a speed in
excess of twenty Five miles per hour outside a central business
district. Provided, however, that the traffic engineer is
empowered to increase the speed limit on streets where, in his
opinion, by reason of distance from the center of population
width and conditions of roadways, and the amount of traffic
thereon, a higher limit is reasonable and free from undue hazard.
Adequate and clearly legible signs sta.ing such increased speed
limit shall be placed along all such sheets and roadways. No
person shall drive a vehicle at a speed in excess of the, limits
thereby designated.
SECTION 8. No person shall drive a vehicle at a speed in
excess of twenty miles per hour within one hundred feet of inter•
sections designated by the traffic engineer and plainly marked
with such speed limits signs.
SECTION 9. Whenever any ordinance designates and describes
a through street it shall be the duty of the traffic engineer to
place and maintain a stop sign or yield right of way sign on each
and every street intersecting such through street or intersecting
that portion thereof described and designated as such, unless
traffic at any such intersection is controlled at all times by
traffic - control signals. Provided, however, that at the
Intersection of two such through streets stop signs or yield

right of way signs shall be erected at the approaches of either
of said streets as may be determined by the traffic engineer upon
the basis of traffic study.
SECTION 10. The traffic engineer is authorized to determine
and designate intersections where particular hazard exists upon
other than through streets and to determine whether vehicles
shall stop at one or more entrances to any such stop intersection,
and shall erect a stop sign or yield right of way sign at every
such place where a stop or yielding of right of way is required.
SECTION 11. Every sign erected pursuant herewith shall
conform in so far as practicable to the design for uniform traffic
control devices currently approved by the Public Roads Administra.
tion of the United States government and shall be placed in
accordance with the regulations approved by said Public Roads
Administration.
SECTION 12. The traffic engineer is hereby authorized
to place and maintain "Stop for Pedestrians in Crosswalk" signs
at school crosswalk locations, as determined upon the basis of
traffic study.
SECTION 13. The traffic engineer shall determine upon
what streets angle parking shall be permitted and shall mark
or sign such streets. Such angle parking shall not be indicated
upon any federal -aid or state highway within the city unless
the State Highway Commission has determined by resolution or
order entered in its minutes that the roadway is of sufficient,
width to permit angle parking without interfering with the
free movement on any street the roadway of which is less than
sixty feet in width.
SECTION 14. The traffic engineer is hereby authorized to
erect signs indicating no parking upon either or both sides of
any street adjacent to any school property when such parking
would, in his opinion, interfere with traffic or create a
hazardous situation. When official signs are erected indicating
no parking upon either side of a street adjacent to any school
property as authorized herein, no person shall park a vehicle in
any such designated place.

SECTION 15. The traffic engineer is hereby authorized
to erect signs indicating no parking upon any street when the
width of the roadway does not exceed forty -six feet, or upon
one side of a street as indicated by such signs when the
width of the roadway does not exceed sixty -six feet. When
official signs ;prohibiting parking are erected upon narrow
streets as authorized herein, no person shall park a vehicle
upon-any such street in violation of any such sign.
SECTION 16. The traffic engineer is authorized to erect
signs upon the left or right hand side of any orte-way street
to prohibit the standing or parking of vehicles, and when such
signs are in place, no person shall stand or park a vehicle upon
such left or Y i.ght hand side in violation of saiy such sign.
SECTION <<7, The traffic engineer is hereby authorized to
determin3 and designate by proper signs places in which the
stopping, sterding, or parking of vehicles would create an
especially hazardous condition or wou7.d cause unusual delay
in 'traffic. When official signs are created at hazardous or
congested places as authorized herein no person shall stop,
stand, or park a vehicle in any area so designated place.
SECTION 18. The traffic engineer is hereby authorized to
determine the location of passenger Pxt-_1 freight curb loading
zones and shall place and maintain approlriate signs indicating
the same and stating the hours during which the provisions of
this section shall be applicable.
SECTION 19. The traffic engineer shall not hereafter
designate or sign any curb loading zone upon special request of
any person unless such person makes application for a permit
for such zone and for one sign to indicate each zone.
(a) Any person, firm or corporation desiring passenger or
loading and unloading zones may make application in writing to the
traffic engineer and pay to the City of Little Rock, $70.00 per
meter space, per year, based on the national average income per
meter.
(b) In the event such request is for a loading zone outside
of the parking meter district then such person making the request
shall pay to the City of Little Rock an annual fee of Two ($2.00)

Dollars per foot per year for the purpose of covering the expense
of the City in painting, designating with appropriate signs, and
otherwise maintaining said limited parking, or unloading zones.
Such payment shall be made to the City on or before the lot day
of July of each and every year.
(c) The person or persons who own the property adjacent to
any zone designated by the traffic engineer shall not be required
\ to pay said maintenance fee as required by this ordinance, provid-
ed such zone is designated by the traffic engineer for the conven-
lance of the general public. Such zones shall be maintained and
cared for at the expense of the City of Little Rock.
(d) It is hereby declared to be unlawful for any person,
firm, or corporation to paint the curb, sidewalk, or any part of
the street of the City of Little Rock in any manner whatsoever,
and it shall be unlawful for any person, firm or corporation to
designate any part (of any street) of the City of Little Rock as
being limited in any manner with respect to parking thereon.
SECTION 20. The traffic engineer is hereby authorized to
establish bus stops, bus stands, taxicab stands and stands for
other passenger co mon- carrier motor vehicles on the public
streets in such places as he shall determine to be of the
greatest benefit and convenience to the public, such bus stops,
bus stands, taxicab stands, or other stands, so established,
shall be designated by appropriate signs where deemed by the
traffic engineer as'neceseary.
SECTION 21. The traffic engineer shall establish and mark
hotel zones to be used solely for the loading and unloading of
passengers and baggage. Standing or parking in such hotel *ones
shall be limited to fifteen minutes.
SECTION 22. The traffic engineer is hereby authorized
to determine the location of two hour parking zones and to
place and maintain appropriate signs indicating the same and
stating the hours during which said limitations are applicable,
provided that the installation of such zones shall be subject
to the following conditions:
(a) All so- called "two hour" zones heretofore designated
and marked are hereby designated as two hour parking zones.

(b) No person shall park any vehicle in any two hourparking
zone located in the City for longer than two hours at any time
between the hours so designated and if the hours are not designate,
then not longer than two hours at any time except on Sundays and
holidays. All such two hour parking zones shall be designated
by signs.
SECTION 23. The traffic engineer shall install parking
meters in the parking meter zones established as provided herein
upon the curb immediately adjacent to each described designated..
parking space.
SECTION 24. The traffic engineer shall designate the
parking space adjacent to each parking meter for which such meter
is to be used by appropiate markings upon the curb or the
pavement of the street. Parking meter spaces so designated shall
be of appropriate length and width so as to be accessible from the
traffic lanes of such street. No person shall park a vehicle in
any such designated parking meter space during the restricted
and regulated time applicable to the parking meter zone in which
such meter is located so that any part of such vehicle occupies
more than one such space or protrudes beyond the marking desiguat-
I g such spaces, except that vehicle which is of a size too large
to be parked within a single designated parking meter zone shall
be permitted to occupy two adjoining parking meter spaces when
coins shall have been deposited in the parking meter for each
space.
SECTION 25. The traffic engineer is hereby authorized to
cetermine the location of twelve- minute parking zones and to
place and maintain appropriate signs indicating the same and
stating the hours during which said limitations are applicable,
provided that the installation of such zones shall be subject
to the following conditions:
(a) All so- called "blue" or "twelve-minute" zones hereto-
fore designated and marked are hereby designated as twelve- minute
parking zones.
(b) No person shall park any vehicle in any twelve "minute
parking zone located in parking meter zones, as the same now exist
or may hereafter be established, for longer than twelve minutes

at any time between the hours of 8 :00 A.M. and 6 :00 P.M. on
Monday through Saturday except on Sundays and holidays and
only upon the deposit of a one cent coin-of the United States
for each six minutes in a parking meter located alongside
such zone.
SECTION 26. The traffic engineer is hereby authorized to
determine the location of 30 minute parking zones and place and
maintain appropriate signs indicating the same and stating the
hours during which said limitations are applicable provided that
the installation of such zones shall be subject to the following
conditions:
(a) All so- called "30 minute" zones heretofore designated
and marked Cre hereby designated as 30 minute parking zones.

parking zcas looLted in parking meter zones, as the same now
exist or may b. reafter be established, for more than 30 minutes
at any time between the hours of 8:00 A.M. and 6 :00 P.M. on
Monday through Saturday except Sundays and Holidays and only upon
the deposit of a ohs -cent coin of the United States for each
six minutes or five cents for thirty minutes in a parking meter
located alongside.such zone.
SECTION 27. The traffic engineer is authorized:
(a) To designate and maintain by appropriate devices, marks;
or lines upon the surface of the roadway, crosswalks at inter:
sections where, in his opinion, there is particular danger to
pedestrians crossing the roadway, and at such other places as
he may deem necessary.
(b) To establish safety zones of such kind and character ark
at such places as he may deem necessary for the protection of
pedestrians.
(c) To mark traffic lanes upon the roadway of any street
where, 3n his opinion, a regular alignment of traffic is desirablf
SECTION 28. The traffic engineer may declare any street or
part bhereof a play street. No person shall drive a vehicle upon
any such street or portion thereof except drivers of vehicles
having business or whose residences are within such area, and
then any such driver shall exercise the greatest care. The

traffio engineer shall appropriately mark all such streets or
parts of streets.
SECTION 29. Whenever any ordinance designates any one-way
street or alley the traffic engineer shall place and maintain sign
giving notice thereof, and no such regulation shall be effective
unless such signs are in place. Signs indicating the direction
of lawful traffic movement shall be placed at every intersection
where movement of traffic in the opposite direction is prohibited.
SECTION 30. The traffic engineer is authorized to determine
and designate streets, parts of streets or specific lanes upon
which vehicular traffic shall proceed in one direction during one
period and the opposite direction during another period of the
day and shall place and maintain appropriate markings, signs,
barriers, or other devices to give notice thereof. The traffic
engineer may erect: signs temporarily designating lanes to be used
by traffic moving in a particular direction, regardless of the
center line of the roadway. It shall be unlawful for any person
to operate any vehicle in violation of such markings, signs,
barriers, or other devices so placed in accordance with this
section.
SECTION 31. The traffic engineer is authorised to determine
and designate streets, parts of streets or specific lanes as
truck routes and when so designated all such trucks shall use
routes to the closest point of their destination.
SECTION 32. It is a misdemeanor for any person to violate
any of the provisions of this ordinance unless such violation is
by this ordinance or other law of this State declared to be a
felony.
(a) Unless another penalty is in this ordinance or by
tb* laws of this State provided, every person convicted of a
misdemeanor for the violation of any provision of this ordin-
ance shall be punished by a fine of not more than $500 or
by UVrisornment for not more than six months, or by both such
fine and imprisonment.
SECTION 33. It has'been determined that by improved methods
of regulating traffic within the city of Little Rock the flow
of traffic can be speeded greatly and at the same time reduce

the number of aooidentp causing personal injury and property
damage; that this ordinance will accomplish this desired purpose;
now, therefore, an emergency is declared to exist and this
ordinance be an immediate necessity for the preservation of the
public peace, health and safety shall take effect and be in
force from and after its passage.
