1. That effective from and after May 1, 1958, the salary of all
employees
shall be on a monthly basis as established herein. Employees will be

1 SECTION 5. FROMOTION OR ADVANCEMENT IN RATE OF COMPENSATION MOD

! When an , employee is promoted from employment in one class to an employment in a
clss allocated to a higher range, he shall advance to the lowest step in such hi *ker

.This shall include an employee advanced to a higher classification on an acting
basis, during the absence of another employee. This employee can advance only to
the next higher step in pay and must be taken from the Civil Service eligibility
lists. Periodic increases may be granted on the basis of progress and merit in
job performance, only upon recommendation by the department head with approval by
the City Manager.
SECTION 6. WORKING H_ AND OVEN
A. Regularly scheduled working periods shall be established for all departments.
This working period shall be forty (40) hours within a seven day period,
preferably consisting of five eight -hour days.
B. Under those conditions, specified in this section, wherein conformity to
standard hours is inherent to the job or similar jobs, and wherein other than
normal work hours were not considered in assigning comparative pay, levels,
straight time is hereby authorized for overtime work in excess of forty (40)
hours within a seven day period.
C. Straight time is also authorized in the uniformed police and fire category
for emergency call back duty in excess of the normal operational duty hours
which shall be forty (40) hours for the Police Department and seventy -two (72)
hours for the Fire Department.
D. All overtime pay must be approved by the City Manager. All emergency overtime
shall be authorized by the department head and shall be explained in writing
to the City Manager, whose approval shall be necessary prior to payment
:therefor.
SECTION 7. VACATION, SICK LEAVE AND MILITARY LEAVE
A. All employees of the City of Little Rock, who have been so employed for a period
of one (1) year or more, shall be entitled to and shall be allowed fifteen (15)
working days vacation each year with full pay. The department head shall be
s responsible for the scheduling of vacations for his employees each year.

B. Every employee who has accrued unused vacation time earned during the preceding
year shall have such time paid when he leaves the City's employment, whether by
resignation, retirement, lay -off, or death.
C. Every full -time employee who has worked regularly in the service of the City for
one (1) year or more shall become eligible for fifteen (15) calendar days sick
leave benefits after the first year. Sick leave days shall accrue at the rate

of fifteen (15) days for every year of paid service; however, no employee
�.� will be permitted to accumulate more than sixty (60) calendar days sick leave.
D. The sick leave shall be allowed only when: The employee is too ill or injured
to be able to work safely. Requests for sick leave shall be in writing, signed
by the employee, stating the reasons for the leave and have approval of the
department head, who shall have authority to approve sick leave. A certificate
of disability from the employee's physician will be required for an absence of
three (3) days or more. This certificate with the absence record will be filed
in the Civil Service office along with all other leaves concerning employees.
Sick leave shall not be allowed for absence caused re
by pregnancy. Any depart-
ment head who has an employee absent from the job for a period exceeding
!° sixty (60) calendar days because of sickness or injury is hereby ordered to

submit the case of the employee in writing to the City Manager for any further
i action.
E. Any employee who is a member of the Reserves of the United States Armed Forces
i
and National Guard, shall be entitled to a leave of absence during the time he
I
is engaged in ordered annual training for a period of not to exceed fifteen (15)
days in any one calendar year. In the event that the pay received from the United
{ States Government by said employee while on active duty does not equal or exceed
the City salary of such employee, the City will pay said employee in such
an ,
amount as is necessary to supplement said military pay to equal his regular salary
paid by the City. Any certified employee shall be entitled to an indefinite leave
of absence without pay while serving on active duty in the military branch of the
United States Government during time of war. This leave allowance also shall
cover absences resulting from compulsory military training orders in peace time

is physically fit to perform the duties of his former position.
SECTION S. DISABILITY RETIREMENT

A. It shall be the policy of the City to continue to pay disabled employees of the
non- uniformed group, retirement
pay, as in the past; until such time as a better
retirement plan is worked out.
B. This shall include only, classified regular employees of the non - uniformed per-
sonnel who are compelled to retire from the City's employ because of sickness

or a permanent disability growing out of an injury incurred in line of duty.

C. The retired employee must furnish a certificate from his physician stating

the reasons or cause for retirement request and submit to a complete exami-
nation by the City Health Director, who must approve the employees request
for the disability retirement.
D. If request is granted the employee will be retained on the pay roll of the
department by which he was last employed prior to retirement, for a period of
months equal to the number of years for which said person had been employed by
the City of Little Rock, and for a fractional period of a month to correspond
with that fractional period of a year of which he has been employed by the
City of Little Rock. Upon death of employee payments shall cease.
E. The use of the masculine pronoun in the above shall include the feminine as
well.
F. Members of the Police and Fire departments are excluded from the above pro-
visions, because at the present time they have pension and retirement provisions
created under the State statutes.
SECTION 9. HOLIDAYS AND OTHER LEAVE
A. The following legal holidays, fixed by State law, will be observed by the
City of Little Rock:
January 1st - New Yearts Day
February 22nd - George Washington's Birthday
May 30th - Memorial or Decoration Day
July 4th - Independence Day
First Monday in September - Labor Day
November 11th - Armistice Day
Last Thursday in November - Thanksgiving Day
December 25th - Christmas Day
When a holiday falls on Sunday, the following Monday will be observed as a
holiday.
B. An employee holding a position in classified service may, upon written request

approved by the department head and approved and accepted by the Civil Service
Commission, be granted special leave of absence without pay for just cause.

SECTION 11. It has been determined that there is an urgent and immediate need
for an adjustment of salaries, classifications, vacations, military, sick and Eis-
ability leaves for employees of the City of Little Rock in order that such pro-
visions would be comparable to those in private enterprise of this area and munici-
palities of comparable size throughout the South, thus enabling the prudent and
sound expenditure of public funds of said City; and that the enactment of this
ordinance will accomplish this purpose; now therefore, an emergency is hereby
declared to exist and, this ordinance being necessary for the preservation of
public peace, health and safety shall take effect and be in force May 1, 1958•
