The City Manager or his duly authorized re- 0 N presentative shall have the exclusive power and authority to N sell or exchange any supplies, materials, apparatus or equip- ., o meet owned by the City of Little 7,,ock and not immediately needed r- by the City for public purposes. SECTION 2. GJhere the amount of a sale or exchange authorized 0 in Section One (1) exceeds the sum of One Thousand Dollars A 'd ($1,000.00) the City Manager or his authorized representative 0 ro shall invite competitive bidding; thereon by legal advertisement pu':lished one time in any local daily newspaper; bids received pursuant to said advertisement shall be opened not less than seven (7) days nor more than ten (10) days following the date of invitation to Eid; and, thereupon, the City Tanager shall transmit to the Doard of Directors all :ids received thereon and the Board of Directors, with the approval of the City Yanager, by resolutionA duly passed, shall authorize the sale or exchange thereon to the highest responsible bidder; provided, however, the City Manager or Board of Directors may reject any and all bids. SECTION 3. iTo property owned ;y the City shall be sold or exchanged without competitive bidding unless the City Manger shall certify in writing that in his opinion the fair market value of such property is less than One Thousand Dollars ($1,000.00). bt"!; - I.- �i • i i M -2- SECTION 4. The Board of Directors,Ly ordinance, may waive the requirement of competitive ridding in exceptional situations where such procedure is not feasible, but such exceptional situations being lacking, the Board of Directors may not except any particular bid from the requirement of competitive bidding. SECTION 5. It has een determined that the procedure for the sale and exchange of property owned by the City of Little Rock can be greatly improved by simplifying the matter of competitive Lidding and at the same time eliminate the necessity J:-or separate ordinances authorizing the advertisement for bids on each sale or exchange of property in excess of the stated sum; that this ordinance will accomplish the desired -result and it beir.g necessary for the preservation of public peace, health and safety, an emergency is hereby declared to exist. That all ordinances and parts of ordinances in conflict herewith are hereby _epealed and this ordinance shall be in full force and effect foLn and after its passage and approval.
