PULASKI COUNTY CIRCUMCOUNTY CLERK Fees $25.00 1 ORDINANCE NO. 20,645 2 3 AN ORDINANCE TO APPROVE A PLANNED ZONING 4 DEVELOPMENT AND ESTABLISH A PLANNED COMMERCIAL 5 DISTRICT TITLED CRAIN INVESTMENTS LLC LONG -FORM PCD (Z- 6 4470 -H), LOCATED AT 15400 CHENAL PARKWAY, LITTLE ROCK, 7 ARKANSAS; AMENDING THE OFFICIAL ZONING MAP OF THE CITY 8 OF LITTLE ROCK, ARKANSAS; AND FOR OTHER PURPOSES. 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. That the zoning classification of the following described property be changed from C -2, Shopping Center District, to PCD, Planned Commercial District: Part of the NW 1/4 of Section 6, T -1 -N, R -13 -W, in the City of Little Rook, Pulaski County, Arkansas, being more particularly described as follows: BEGINNING at the Southwest corner of Lot 5, Chenal Commercial Park (recorded in Plat Book E, Page 425); thence S82 °09'53 "E along the southerly line of the said Lot 5, a distance of 89.00 feet; thence S19 °46'11 "W a distance of 552.44 feet. to a point lying on the north right -of- way line of Chenal Parkway (ROW width varies); thence along said north right -way line the following six (6) courses and distances: 1) along a curve to the right having a radius of 904.93 feet, an arc length of 22.30 feet, and a chord which bears N82 °16'48 "W a distance of 22.30 feet; 2) thence N75 °- 32' -58 "W a distance of 94.59 feet; 3) thence N71 °25'25 "W a distance of 130.31 feet; 4) thence N71'-54'-42"W a distance of 61.81 feet; 5) thence N67 °16'17 "W a distance of 258.79 feet; and 6) thence along a curve to the right having a radius of 40.01 feet, an arc length of 60.78 feet, and a chord which bears N23 °45'03 "W a distance of 55.10 feet to a point lying on the easterly right -of -way line of Wellington Village Road (ninety (90) -foot right -of -way); thence along the said easterly right -of -way line the following three (3) courses and distances: 1) N 19'46'11 "E a distance of 227.67 feet; 2) thence along a curve to the left having a radius of 945.00 feet, an arc length of 207.45 feet, and a chord which bears N 13 °28'54 "E a distance of 207.03 feet; and 3) thence N07 °1 1'29 "E a distance of 59.15 feet; thence departing from said easterly right -of -way S7 ] °00'22 "E a distance of 552.98 feet to the POINT t '% 'L C I RCU�r,,�,/ BEGINNING containing 7.614 acres, more or less. %, 0- =�• ;1a G: (Page 1 of 31 I Section 2. That the approval of Crain Investments LLC Long -Form PCD (Z- 4470 -H), located at 2 15400 Chenal Parkway, is subject to compliance with the following additional conditions: 3 • That the preliminary site development plan /plat be approved as submitted, including 4 all staff comments and conditions as outlined in the Planning Commission Agenda 5 Staff Report in paragraphs D, E, F and including any conditions indicated in the staff 6 analysis in paragraph H and subject to additional conditions imposed at the Planning 7 Commission Public Hearing as amended by the applicant. 8 • There are to be no damaged vehicles located in the parking lot in front of the 9 building. 10 • The front overhead door is to remain closed at all times, except when vehicles enter. 11 • The approval for the auto body repair and collision repair is limited to the ownership 12 of Larry Crain, Jr. 13 • A solid fence or a vegetative screen is to be provided along the northern and eastern 14 perimeters of the auto body and collision repair parking area 15 16 Section 3. That the preliminary site development plan /plat be approved as recommended by the 17 Little Rock Planning Commission. 18 Section 4. That the change in zoning classification contemplated for Crain Investments LLC Long - 19 Form PCD (Z- 4470 -H), located at 15400 Chenal Parkway, is conditioned upon obtaining a final plan 20 approval within the time specified by Chapter 36, Article VII, Section 36 -454 (e) of the Code of 21 Ordinances. 22 Section 5. That the map referred to in Chapter 36 of the Code of Ordinances of the City of Little 23 Rock, Arkansas, and designated district map be and is hereby amended to the extent and in the respects 24 necessary to affect and designate the change provided for in Section 1 hereof. 25 Section 6. That this ordinance shall not take effect and be in full force until the final approval of the 26 plan. 27 Section 7. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 28 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 29 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 30 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 31 ordinance. 32 Section 8. Repealer.
