BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. That Section 2, Ordinance No. 5420 is hereby amended to read as follows: "SECTION 2. Districts. In order to regulate and restrict the location of build- ings and other structures and of premises to be used for trade, industry, residence or other specified uses, to regu- late and limit the height and bulk of buildings and other structures hereafter erected or altered, to regulate and determine setback bVilding lines and the area of yards and other open spaces, the City of Little Rock is hereby divided into districts of which,there_ shall be thirteen, known ass "A" One.-family District "B" Residence District "CO Two- family District "D" Apartment District "E" Apartment District "E -1" Quiet Business and Institutional District "F" Commercial District "G" Commercial District "(41" Commercial District "H" Business District "I" Light Industrial District "J" Light Industrial District "K" Heavy -,Industrial District The City of Little Rock is hereby divided into thirteen (13) Districts aforesaid and the boundaries of such districts are shown on the map attached hereto and made a part of this ordinance, being designated as the "District Map", and said dd0 -,7 "y- / map and all the notations, references and other information shown thereon shall be as much a part of this ordinance as if the matters and information set forth by said map were fully described herein." Except as hereinafter provided: (1) No buildin- shall be erected, converted, recon- structed or structurally altered nor shall any building or land be used for any purpose other than is permitted in the district in which such building or land is located. (2) No building shall be erected, converted, recon- structed or structurally altered to exceed the height or bulk limit herein established for the district in which such building is located. (3) No building shall be erected, converted, recon- structed or structurally altered so as to intrude upon the area required for the front, side and rear yards as herein established; provided further that no yard or open space on adjoining property shall be considered as providing a yard or open space for a lot wherever a building is to be erected. (4) Teo lot area shall be so reduced or diminished that the yards or other open spaces shall be smaller than prescribed by this ordinance, nor shall the density of population be increased in any manner except in conformity with the area regulations as hereinafter provided. (5) Every building hereafter erected shall be located on a. lot as herein defined and in no case shall there be more than one building on one lot except as hereinafter provided." SECTION 2. That Section 5, Ordinance ivo. 5420 is hereby amended to read as follows: "J ' C TIOi 5. Use Regulations "D" and "E" Apartment Districts In the "D" and "E" Apartment Districts no building or land shall be used and. no building shall be here- after erected, converted or structurally altered, un- less otherwise provided in this ordinance, except for one of the following uses: 1. Any use permitted in the "C" Two- family District. 2. Pultinle Dwellings. 3. Group houses. 4. Accessory buildings and uses customarily inci- dent to any of the above uses when located on the same lot and not involving conduct of busi- ness or containing kitchen facilities, including private and storage garages when located not less than sixty (60) feet from the front line, or private or storage constructed as a part of the main building. 5. T�arne plate not exceeding one (1) square foot in area, sins not exceeding eight (8) square feet n area appertaining to the lease, hire, or sale of a building or premises." SEICTIOU 3. That a new Section K -A to be added to Ordi- nance No. 5420 to follow Section 5 to read as follows: "SECTIOT.; 5 -A Use Regulations "T -1" quiet Business and Institutional District This zone classification is created in order to assist the orderly redevelopment of certain areas or neighborhoods in which there exists a large number of older structures which are felt to be no longer useful, serviceable, or desirable in their present uses, by allowing conversions or replacements . 1 under conditions which will protect the desirable charac- teristics of the neighborhood and not be detrimental to the continued use of surrounding properties. In the "E -1" quiet Business and Institutional District no building or land shall be used and no building shall be hereafter erected, converted or structurally altered, unless otherwise provided in the ordinance, except for one of the following uses: 1. Any use permitted in the "D" and "E" Apartment Districts. 2. Beauty Shop 3. Office, (Business, insurance, or real estate) 4. Clinic, Dental and ,Medical 5. Laboratory, Dental or optical) 6. Doctor's and other professional offices 7. Library 8. Accessory buildings and uses customarily incident to any of the above uses when located on the same lot and not involving the conduct of business or containing kitchen facilities, including private and storage garages when located not less than sixty (60) feet from the front line, or private or storage constructed as a part of the iaain building. g. Tv ?me plate shall not exceed eight (8) square feet in area and shall carry only the name address, and state- ment of the type of business of the occupant; may be indirectly lighted, but shall be of a non- luminescent and non- flashing type. 10. T'-at a new Section 12 -A be added to Ordinance No. 5420 to follow Section 12 and to read as follows: "SECTIO T 12 -r: Height, Urea, and Off- Street Parking Regu- lations "E-1" ""uie,t Business and institutional District in the "J -1" Zuiet Business and Institutional District- tile height of buildings, the minimum dimensions of yards and the minimum lot area per family shall be as follows: Height: No building hereafter erected or structurally altered shall exceed three (3) stories or forty - five (45) feet, except that buildings may be erected to a height not exceeding seventy -five (75) feet when each of its front, side, and rear yards are increased an additional foot for each foot of height exceeding forty -five (45) feet and except as provided in Section 17 hereof. Fear Yard: There shall be a rear yard having a depth of not less than twenty -five (25) feet, except as pro- vided in Section 17 hereof. Side Yard: There shall be a side yard on each side of a build- ing having a width of not less than ten (10) percent of the average width of the lot or five (5) feet, whichever is the greater, except as provided in Section 17 hereof. Corner lots and reverse corner lots shall have the minimum side yard ,,iidths at the street side as provided in Section 11. Front Yard: There shall be a front yard having a depth not less than tvrenty -five (25) feet to the front line of the building and not less than fifteen (15) feet to the front line of an open porch or paved terrace, except as provided in Section 17 hereof. Lot Area Per Family: The lot area requirements for one and. two family dviell- ings shall be the sa[ne, as in the "C" Two- family district and the lot area requirement for multiple family dwellin --s shall be the same as in the "D" Apart- ment District. SECTION 5. That all ordinances and parts of ordinances in conflict herewith are hereby repealed and this ordinance shall be in full force and effect from and after its passage and. approval.
