AN ORDINANCE VACATING, ABANDONING AND
CLOSING PORTIONS OF CERTAIN STREETS
AND ALLEYS LOCATED IN ADAMS ADDITION
TO THE CITY OF LITTLE ROCK, PULASKI
COUNTY, ARKANSAS, IN CONFORMANCE WITH
THE PROVISIONS OF THE URBAN RENEWAL
PLAN FOR THE LIVESTOCK SHOW AREA, PROJECT
ARK R -2; AND FOR OTHER PURPOSES
WHEREAS, under the provisions of Ordinance No. 10,649, duly
adopted by the governing body of the City of Little Rock,
Arkansas, on October 14, 1958, the Urban Renewal Plan of the
Housing Authority of the City of Little Rock, Arkansas, for the
Livestock Show Area, Project ARK R -2, was formally approved; and
WHEREAS, said governing body in said Ordinance found that in
order to implement and facilitate the effectuation of said Urban
Renewal Plan, certain official action must be taken by this
governing body, including the vacation and removal of streets,
alleys and other public ways, the establishment of new street
patterns, changes in zoning, and the location and relocation of
sewer and water mains and other public facilities, all as provided
for in said Plan; and
WHEREAS, the objectives of said Plan have now been sufficient-
ly attained to require that official action be taken to vacate,
close and abandon the hereinafter described portions of certain
streets and alleys in Adams Addition to the City of Little Rock,
Pulaski County, Arkansas and in the Southwest Quarter (SW4) of
Section Nine (9), Township One (1) North, Range Twelve (12) West,
in Little Rock, Pulaski County, Arkansas; and
WHEREAS, said portions of said streets and alleys are no
longer needed for use as streets and alleys for travel by motor
vehicle, pedestrian or other traffic, and for means of access to
other lands, and are accordingly no longer needed for corporate
purposes; and
WHEREAS, under said Urban Renewal Plan provision is made for
other suitable, safe, adequate and convenient means of access to

and egress from the area involved; and
WHEREAS, in order to better provide for the public welfare,
safety, comfort and convenience of the general public, the inhabi-
tants of the City of Little Rock, Arkansas, and the users of said
streets and alleys, it is necessary to vacate, close and abandon
those portions of streets and alleys hereinafter specifically
described;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. That it is hereby ascertained and declared that
the use, as public streets and alleys, of those portions of the
hereinafter described streets and alleys located in Adams Addition
to the City of Little Rock, Pulaski County, Arkansas, and in the
Southwest Quarter (SWI) of Section Nine (9), Township One (1)
North, Range Twelve (12) West, in Little Rock, Pulaski County,
Arkansas, is no longer necessary and needed by adjoining landowners,
the general public and for access to other lands in the vicinity;
that other streets and routes are presently in existence which
reasonably, safely and adequately serve the needs of those members
of the public, traveling to and from areas now or previously served
by said portions of the above mentioned streets and alleys; that
said portions of said streets and alleys are no longer required for
corporate purposes as public streets and alleys and should according-
ly be vacated, abandoned and closed, and all of the right, title and
interest of the City of Little Rock, Arkansas, in the said vacated
portions of said streets and alleys should revert to the adjoining
landowners.
Section 2. That the City of Little Rock, Arkansas, under its
powers as set forth in Arkansas Statutes (1947) Section 19 -2304,
and Section 19 -3029, hereby vacates, abandons and closes the follow-
ing- described streets and alleys and relinquishes, grants and con-
veys unto the adjoining landowners all of the right, title and
interest of the City of Little Rock, Arkansas, of its inhabitants

and the public generally, in said streets and alleys: to -wit:
West 19th Street from the west right of way line
of Rice Street to the east right of way line of
Thayer Avenue;
West 20th Street and West 21st Street from the
west right of way line of Park Avenue to the east
right of way line of Howard Street;
West 20th Street and West 21st Street from the
west right of way line of Howard Street to the
east right of way line of Dennison Street;
West 20th Street and West 21st Street from the
west right of way line of Dennison Street to the
east right of way line of Rice Street;
West 20th Street and West 21st Street from the
west right of way line of Rice Street to the east
right of way line of Thayer Avenue;
West 22nd Street from the west right of way line
of Dennison Street to the east right of way line
of Rice Street;
West 22nd Street from the west right of way line
of Rice Street to the west right of way line of
the north -south alley located in Blocks 20 and 13;
extended between said blocks;
West 23rd Street
of Park Avenue to
Howard Street;
West 23rd Street
of Howard Street
Adams Addition;

the east right of way line of

to the west boundary line of
Bertram Street (Short 24th) from the west right of
way line of Park Avenue to the east right of way

of Adams Addition;
West 24th Street from the west right of way line of
Howard Street to the west right of way line of the
north -south alley located in Blocks 28 and 29,
Adams Addition, extended between said blocks;
That portion of Howard Street described as follows:
Beginning at a point where the north right of way
line of Roosevelt Road (U. S. Hwy. 67 -70) inter-
sects the east right of way line of Howard Street;
thence north along the east right of way line of
Howard Street 42.5 feet to a point; thence west
across the right of way of Howard Street approxi-
mately 50 feet to a point on the west right of way
line of Howard Street, which point is 47.5 feet
north of the north right of way line of Roosevelt
Road (U. S. Hwy. 67 -70), thence south along the
west right of way line of Howard Street 47.5 feet

to a point where the west right of way line of
Howard Street intersects with the north right of
way line of Roosevelt Road (U. S. Hwy. 67 -70),
thence east along the north right of way line of
Roosevelt Road (U. S. Hwy. 67 -70) approximately
50 feet to the point of beginning;
Dennison Street from the north right of way line
of West 23rd Street to the south boundary line of
Adams Addition;
Dennison Street generally located between the
north right of way line of West 23rd Street and
a point approximately 130 feet north of the north
right of way line of West 23rd Street, being the
south right of way line of a loop street connecting
Rice Street and Dennison Street more particularly
described as follows: Beginning at the northeast
corner of Dennison Street and West 23rd Street
rights of way, run north 10 48' 30" east, 175.25
feet along the east right of way line of Dennison
Street to the point of curvature (P.C.) of a 760
24' curve; thence south 310 49' 08" west, 100 feet
(the chord of the 760 24' curve, which forms the
north line of the Dennison Street closing) to a
ppoint on said curve; thence south 10 48' 30" west,
X38.50 feet along the west right of way line of
Dennison Street to a point which is the northwest
corner of Dennison Street and 23rd Street rights of
way; thence south 880 00' east, 50 feet along the
north right of way line of 23rd Street to the point
of beginning;
Rice Street generally located between the north
right of way line of West 23rd Street and a point
approximately 130 feet north of the north right of
way line of West 23rd Street, being the south right
of way line of a loop street connecting Rice Street
and Dennison Street more particularly described as
follows: Beginning at the northwest corner of Rice
and 23rd Streets rights of way, run north l0 48' 30"
east, 174.75 feet along the west right of way line of
Rice Street to the point of curvature P.C.) of a
760 24' curve; thence south 280 10' 24' east, 100.05
feet (the chord of the 760 24' curve, which forms
the north line of the Rice Street closing) to a
oint on said curve; thence south 10 48' 30" west,
8.25 feet along the east right of way line of Rice
Street to a point which is the northeast corner of
Rice Street and 23rd Street rights of way; thence
north 880 00' west, 50 feet along the north right
of way line of 23rd Street to the point of beginning;
Rice Street from the north right of way line of West
23rd Street to the south boundary line of Adams
Addition;
That part of Thayer Avenue lying between the west
boundary line of Block 21 and the west boundary line
of Adams Addition;
All alleys running generally north and south located
in Blocks 1 to 32, Adams Addition, inclusive.

(Note: The street names referred to herein are the
names currently in general use in the City of Little
Rock, Arkansas, and differ from those set forth in
the Plat of Adams Addition to the City of Little
Rock, Arkansas, filed April 7, 1888 of record in
Deed Record Book 21 at Page 622. These changes are
as follows: 20th Street is now West 19th Street;
21st Street is now West 20th Street; 22nd Street is
now West 21st Street; 23rd Street is now West 22nd
Street; 24th Street is now West 2 rd Street; 25th
Street is now Bertram (Short 24th Street; 2.6th
Street is now West 24th Street; Kramer Street is now
Thayer Avenue; Griffith Street is now Rice Street;
George Street is now Dennison Street; Park Avenue is
now Howard Street; and Adams Street is now Park
Avenue.)
Section 3. There is expressly reserved unto the City of
Little Rock, Arkansas, and all duly authorized public utilities,
their successors and assigns, easements for the purpose of main-
taining all presently existing utility lines, including water
lines, located within the portion of streets and alleys being
vacated hereby, which easements shall be ten (101) feet in width,
the center line of which easements shall be located along the
center line of the existing utility or water line, provided that
said easements shall automatically terminate at such time as they
are no longer used for this purpose, and provided further that it
is contemplated that the owners of property located within said
Livestock Show Area Project will file a replat of the area which
shall locate and more particularly describe said easements reserved
hereby.
Section 4. That a copy of this Ordinance, duly certified by
the City Clerk, shall be filed in the office of the Recorder of
Pulaski County, Arkansas, and recorded in the Deed Records of said
County.
Section 5. That all ordinances or parts of ordinances in
conflict herewith are hereby repealed.
