ORDINANCE NO. 10,919
AN ORDINANCE APPROPRIATING THE SUM OF ONE HUNDRED THOUSAND
AND N01100 DOLLARS ($100,000.00) TO THE LITTLE ROCK HOUSING
AUTHORITY AS PART PAYMENT OF THE CITY'S PRO RATA COST IN THE
CONSTRUCTION OF THE WEST ROCK PROJECT NO. ARK -R -4, SAID FUNDS
TO BE APPROPRIATED FROM THE 1958 STREET CONSTRUCTION FUND;
DIRECTING THAT NO PAYMENT OF THE SAID FUNDS BE MADE UNTIL
FEDERAL MATCHING FUNDS HAVE BEEN MADE AVAILABLE; AND FOR
OTHER PURPOSES.
WHEREAS, the City of Little Rock has by Ordinance No. 10,870
committed the payment of certain sums of money to be used as
the City's pro rata cost in the construction of the West Rock
Project No. ARK -R -4; and,
WHEREAS, Federal matching funds can be obtained to assist the
City in the construction of the said project; and,
WHEREAS, the said West Rock Project is being administered
by the Housing Authority of the City of Little Rock;
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK, ARKANSAS:
SECTION 1. There is hereby appropriated the sum of One Hundred
Thousand and No /100 Dollars ($100,000.00) payable to the Little
Rock Housing Authority from the 1953 Street Construction Fund for
use in construction of the West Rock Project No. ARK -R -4. No pay-
ment of said funds appropriated shall be made until Federal matching
funds are made available to the Little Rock Housing Authority for
the completion of the said Project.
SECTION 2. The City Manager and Director of Finance are hereby
authorized and directed to execute the necessary warrants authorized
by Section 1 hereof. Provided, however, that no warrants for the
money appropriated in Section 1 hereof shall be issued until such
time as the City Manager shall determine that Federal matching funds
are made available to the Little Rock Housing Authority for the
completion of the said West Rock Project.
SECTION 3. It has been determined that Federal matching funds
are available to be used in the construction of the West Rock Project

that in order to take advantage of these moneys it is necessary
to immediately make available the funds appropriated in this
ordinance; that the present condition of the streets located in
the West Dock Project area creates a condition which is detrimental
to the public peace, health and safety and that this ordinance
providing better streets in the said area will correct the said
evil; now therefore, an emergency is hereby declared to exist
and this ordinance being necessary for the preservation of public
peace, health and safety shall be in full force and effect from
and after its passage and approval; and all ordinances and parts
of ordinances in conflict herewith are hereby repealed.
