AN ORDINANCE AUTHORIZING THE CONSTRUCTION, USE,
OCCUPANCY AND MAINTENANCE OF AN OVERHEAD STRUCTURE
ACROSS THE ALLEY INTERSECTING BLOCK 83, ORIGINAL
CITY OF LITTLE ROCK, ARKANSAS, CONNECTING THE
BANKING HOUSE OF THE FIRST NATIONAL BANK IN LITTLE
ROCK, LITTLE ROCK, ARKANSAS, WITH AN OFFICE BUILD-
ING CONSTRUCTED UPON LOTS 4, 5, 6 and a PART OF
LOT 3, BLOCK 83, ORIGINAL CITY OF LITTLE ROCK,
ARKANSAS.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
Section 1. The First National Bank in Little Rock, Little
Rock, Arkansas, a national banking institution, organized, existing
and operating under the National Banking Laws of the United States
of America, its successors and assigns, is hereby authorized to
construct, use, occupy and maintain an overhead structure, crossing
the alley intersecting Block 83, Original City of Little Rock,
Arkansas, connecting the banking house of said bank located upon
Lots 11, 12 and a part of Lot 10, Block 83, Original City of Little
Rock, Arkansas, with an office building known as The Tower Building
which is located on the northeast corner of 4th and Center Streets,
Little Rock, Arkansas, and upon Lots 4, 5, 6, and a part of Lot 3,
Block 83, Original City of Little Rock, Arkansas; such overhead
structure to be used for the purpose of affording access between
and connecting the main lobby in the banking house of said bank with
a lobby extension to be located upon the ground floor of said office
building together with such other banking facilities as may be
placed in said office building by said bank, said lobby extension
having been authorized by the Comptroller of the Currency of the
United States.
Section 2. Such overhead crossing structure shall be erected
at a height not less than fourteen feet six inches (14' 6 ") above
the surface of the alley above mentioned; and it shall be constructed
in accordance with plans and specifications which have been submitted
to, and approved by, the City Engineer of the City of Little Rock,

Signs showing the clearance of said structure above the
surface of the alley shall be continuously maintained on both sides
of the structure.
Section 3. Said overhead crossing structure may be maintained,
occupied and used by The First National Bank in Little Rock, Little
Rock, Arkansas, its successors and assigns, so long as the space
occupied by said overhead crossing structure is not needed for public
purposes. The City of Little Rock, Arkansas, retains the right to
revoke this franchise at any time said space occupied by said overhead
crossing structure is needed for public purposes, and at such time
The First National Bank in Little Rock, Little Rock, Arkansas, its
successors and assigns, shall be required to remove said overhead
crossing structure from the space occupied by same, and shall be
required to pay all costs which may be incurred in connection with
the removal of said overhead crossing structure.
Section 4. It has been found, and is hereby declared, that the
postponement of the effective date of this Ordinance will cause delay
in the construction of said overhead structure and that said banking
facility is needful and important from the standpoint of the public
welfare. It is therefore declared that an emergency exists, and this
Ordinance, being necessary for the preservation of the public welfare,
peace, health and safety, shall take effect and be in force from and
after the date of its passage.
