AN ORDINANCE AMENDING SECTION 12 of ORDINANCE NO. 10045,
AS AMENDED, BY GRANTING CITIZENS COACH COMPANY A RIGHT
TO INCREASE CERTAIN FARES WHICH IT IS AUTHORIZED TO CHARGE
FOR TRANSPORTATION SERVICES IN THE CITY OF LITTLE ROCK;
REQUIRING IMPROVEMENT OF SERVICES BY SAID COMPANY; AND
FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
SECTION 1. Section 12 of Ordinance No. 10045, as amended,
is hereby amended to read as follows:
"SECTION 12. In consideration of the various obliga-
tions and duties to be performed by the Company, it shall
be entitled to collect such fares and charges as may,
from time to time, be fixed by the City Board of Directors,
which fares shall be sufficient and adequate to provide
a reasonable rate of return on its investment, after paying
all operating expenses, taxes, maintenance, depreciation,
and amortization of its property and investment, and any
other proper charges levied against said Company. The fares
which may be charged, until such time as they may be changed
by the procedure as set out above, shall be as follows:
Children (under 12 years of age) .07c;

Any person boarding the South Highland bus south
of Twentieth and Pine Street shall only be required
to pay one fare for the purpose of riding the bus
to town."
SECTION 2. The fare rates as set forth in Section 1 hereof
shall be subject to readjustment within seven (7) months from the
effective date of the rate increase unless the services of the
Company are improved in the following manner:

(a) Immediate initiation of a continuing program
designed to maintain new and efficient equipment with
an average life of not less than five (5) years, which
plan should be culminated within a ten (10) year period
from the date of the rate increase.
(b) The scheduling and publishing of all routes
complete with time tables, which shall be strictly
adhered to so that the public may with reasonable cer-
tainty depend thereon.
(c) The Citizen's Coach Company will immediately
require a sound program of public relations, including
but not limited to, driver courtesy to passengers and
to other motorists.
(d) That the Citizen's Coach Company cooperate with
a permanent committee appointed by the respective governing
bodies of Little Rock and North Little Rock to the end
of utilizing modern and efficient transportation system
for the public.
SECTION 3. All ordinances and parts of ordinances in conflict
herewith are hereby repealed and this Ordinance shall be in full
force and effect from and after its passage and approval.
