HomeMy WebLinkAbout11161ORDINANCE N0.11,161 AN ORDINANCE AMENDING SECTIONS 3(a)3., 9 AND 10 OF ORDINANCE NO. 10,860, SAME BEING AN ORDINANCE REGULATING THE OPERATION OF PRIVATE AMBULANCES IN THE CITY OF LITTLE ROCK, BY ESTABLISHING A SPEED LIMIT AND RESTRICTING EMERGENCY AMBULANCE OPERATION AUTHORIZATION; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. Section 3(a)3. of Ordinance No. 10,860, same being an Ordinance Regulating the Operation of Private Ambulances in the City of Little Rock, is hereby amended to read as follows: "SECTION 3.(a) The driver of an authorized emergency vehicle may: 3. Exceed the lawful speed limit so long as the driver does not endanger life or property; provided, however, no ambulance operated as an authorized emergency vehicle shall exceed the speed of 45 miles per hour." SECTION 2. Section 9 of Ordinance No. 10,860 is hereby amended to read as follows: "SECTION 9. It shall be unlawful to operate a private ambulance in the City of Little Rock as an emergency vehicle to the scene of an accident or the location of a patient with- out first having procured authorization therefor by telephone from the Police Department of the City of Little Rock. The authority to commence such operation as an emergency vehicle shall expire Lhirty (30) minutes after it is procured. The Police Department of the City of Little Rock shall keep a record of all requests for authority made pursuant to this ordinance, and shall not authorize more than one ambulance to respond to any one emergency situation. Provided, that whenever it appears c00 - a a E-F f -2- that there are more wounded, injured, sick or dead persons present at the scene of any such emergency than can be transported by any one ambulance, the Police Department may authorize an additional ambulance or ambulances to respond to such emergency call. Any ambulance driver or ambulance service operator who shall respond to an emergency call with- out procuring prior authority from the Police Department of the City of Little Rock as provided herein may have his license as ambulance driver or ambulance service operator permanently revoked and shall be further guilty of a misde- meanor punishable by fine of not less than $10.00 nor more than $100.00." SECTION 3. Section 10 of Ordinance No. 10,860 is hereby amended to read as follows: "SECTION 10. (a) It shall be unlawful to operate a private ambulance in the City of Little Rock as an emergency vehicle from the scene of an accident or the location of a patient without authorization of a police officer or medical doctor, at the scene of the accident or the location of the patient, being communicated to the ambulance driver. The police officer or medical doctor authorizing such emergency operation shall immediately notify the Police Department of the City of Little Rock of the granting of such authorization. (b) Within one -half hour after conveying any injured, sick or dead person or persons to any public or private hospital or removing such person or persons there- from or after conveying or removing any such person or persons from any place within the City of Little Rock to another place -2- that there are more wounded, injured, sick or dead persons present at the scene of any such emergency than can be transported by any one ambulance, the Police Department may authorize an additional ambulance or ambulances to respond to such emergency call. Any ambulance driver or ambulance service operator who shall respond to an emergency call with- out procuring prior authority from the Police Department of the City of Little Rock as provided herein may have his license as ambulance driver or ambulance service operator permanently revoked and shall be further guilty of a misde- meanor punishable by fine of not less than $10.00 nor more than $100.00." (b) Within one -half hour after conveying any injured, sick or dead person or persons to any public or private hospital or removing such person or persons there- from or after conveying or removing any such person or persons from any place within the City of Little Rock to another place 1s T. -3- within the City of Little Rock or beyond its limits, it shall be the duty of the ambulance service operator to'orally notify the Police Department of the City of Little Rock of such con- veyance. Such notice shall give the name and address of the injured, sick or dead person or persons, when such information is available, and.the place to and from which such person or persons were removed. (c) It shall be the duty of medical doctors at hospital emergency rooms or other such facilities to report to the Police Department the arrival of any ambulance operating as an emergency vehicle containing patient or patients for whose condition emergency ambulance operation was not justified. The Police Department shall periodically investigate the condi- tion of patients arriving at such facilities in a private ambu- lance operating as an emergency vehicle." SECTION 4. Because at the present time, the operation of ambu- lance service on the streets of the City of Little Rock constitutes a hazard and a menace to the life and safety to citizens and an impairment to traffic control, and because this situation is hostile to the best interests of the community, an emergency is hereby de- Glared to exist and this ordinance is found to be necessary for the preservation of the public peace, health and safety and shall be in full force and effect from and after its passage and approval.
