ORDINANCE OF THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS, VACATING AND CLOSING THAT PORTION OF "L"
STREET BETWEEN MELLON AND HUGHES STREETS NORTH OF BLOCKS
1 AND 2, SUCCESS ADDITION TO THE CITY OF LITTLE ROCK,
ARKANSAS, AND SOUTH OF BLOCK 20, RIFFEL AND RHOTON "S
FOREST PARK HIGHLANDS ADDITION TO THE CITY OF LITTLE ROCK,
ARKANSAS.
WHEREAS, a petition was duly filed with the Board of Directors of
the City of Little Rock, Arkansas, on the 8th day of March, 1963,
asking the Board of Directcks to vacate and abAndon all of that
portion of "L" Street in Blocks 1 and 2, Success Addition to the
City of Little Rock, As designated on the plat of said Addition
now appearing of record in Plat Book 1, Page 128, in the office of
the Recorder of Pulaski County, Arkansas, subject, however, to any
public easements in said street; and
WHEREAS, after due notices as required by law, the Board of Directors
has, at the time and place mentioned in the notice, heard all persons
desiring to be heard on the question and has ascertained that the
street hereinbefore described, has heretofore been dedicated to the
public use as a street, as herein described; had not actually been
used by the public generally for a period of at least five (5) years
subsequent to the filing of the plat; that all of the owners of the
property abutting upon the street to be closed have filed with the
Board of Directors their written consent to such abandonment; and
that public interest and welfare will not be adversely affected by
the abandonment of such street;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City of Little Rock, Arkansas, hereby released,
vacates and abandons all its rights, together with the rights of the
public generally, in and to the street designated as follows:
All that portion of "L" Street which lies between Hughes and Mellon
Streets North of Blocks 1 and 2, Success Addition to the City of
Little Rock, Arkansas, and South of the property formerly platted
as Block 20, Riffel and Rhoton's Forest Park Highlands Addition to

the City of Little Rock, Arkansas, except that part of "L" Street
which has been heretofore closed by City Ordinance No. 11171, dated
April 3, 1961, filed for record April 17, 1961, now recorded in Book
760, Page 38, of the Deed Records of Pulaski County, Arkansas,
subject however, to any public utility easements located in said
street.
SECTION 2. The rights now held by any public utility company
under the laws of the State of Arkansas or grants heretofore made
to any such utility company by the City of Little Rock to occupy
and use the alley hereinabove described for the location, construction,
maintenance and operation of its lines, circuits, facilities and
equipment for the supplying of public utility services are hereby
expressly excepted from the rights hereinabove released, vaned and
abandoned by the City; and the releasing, vacating and abandoning by
the City of the said alley are subject to such rights now held by
any public utility company.
SECTION 3. A copy of this Ordinance, duly certified by the
City Clerk, shall be filed in the office of the Recorder of Pulaski
County, and recorded in the Deed Records of the County.
SECTION 4. This ordinance shall take effect and be in force
from and after its passage.
