AN ORDINANCE CREATING A TEMPORARY POSITION WITHIN THE HEALTH
DEPARTMENT FOR A SCREENING CLERK; APPROPRIATING MONEY FOR A
SALARY AND OTHER EXPENSES IN CONNECTION THEREWITH; AMENDING
ORDINANCE NO. 11,333; DECLARING AN EMERGENCY; AND FOR OTHER
PURPOSES.
WHEREAS, the General Assembly of the State of Arkansas enacted
Act 183 of 1963 establishing a patient quota plan applicable to the
City of Little Rock and other governmental subdivisions of the State
of Arkansas, which Act is effective July 1, 1963; and
WHEREAS, said Act provides that the City of Little Rock shall be
allotted certain patient hours at the University of Arkansas Medical
Center for indigent citizens of the City of Little Rock without expense
to the City of Little Rock, Arkansas; and
WHEREAS, the Act further provides that all patient hours in excess
of that allotted in said Act on a monthly basis shall be chargeable to
the City of Little Rock, Arkansas; and
WHEREAS, it is the desire of the City of Little Rock, Arkansas,
to take full advantage of the available free patient hours allotted under
Act 183 of 1963, without incurring expenses for excess patient hours
chargeable to the City of Little Rock, Arkansas; and
WHEREAS, in order to provide such benefits to the citizens of this
City it is necessary to employ personnel to screen applicants for admis-
sion to the Arkansas Medical Center and to account for the patient hours
accrued in each month so as to avoid excess charges against the City of
Little Rock;
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. (a) Creation of Position. There is hereby created
within the City of Little Rock, Arkansas, a temporary non civil service
position to be identified as Health - Clinic Screening Clerk, which posi-
tion shall exist at the pleasure of the Board of Directors of the City

of Little Rock, Arkansas.
(b) Duties of Position. The duties of the screening
clerk, created in the preceding Paragraph (a), shall be to screen all
applicants for admission to the University of Arkansas Medical Center
and to pass upon the qualifications of such applicants for free patient
hours at the said University of Arkansas Medical Center, to keep, at all
times an accurate record of the accrued patient hours within any given
month and to deny approval for admission to any applicant, which ad-
mitance would exceed the allotted free patient hours at the University
of Arkansas Medical Center under Act 183 of 1963, and to generally do
any and all other tasks and perform any and all other functions neces-
sary and consistent with the purposes of the position as may be directed
by the Director of the Department of Health of the City of Little Rock,
Arkansas, from time to time.
SECTION 2. The City Manager is hereby authorized and directed
to employ a person with suitable qualifications for the purposes set
forth in Section 1 hereof, and the City Manager and Director of Finance
are hereby authorized and directed to pay a salary of Three Hundred Ten
and No /100 Dollars ($310.00) per month for so long as such employee re-
mains as an employee of the City of Little Rock, Arkansas, within the
position described in Section 1 hereof.
SECTION 3. There is hereby appropriated from unappropriated sur-
plus in the General Fund to Account Health- Clinic 180 the sum of Two
Thousand Five Hundred Twenty -Four and 68/100 Dollars ($2,524.68) to be
used in defraying the expenses of employing a person to fill the position
created in Section 1 hereof.
SECTION 4. Section 3(12)A of Ordinance No. 11,333 is hereby amended
by adding a Subsection 19 which Subsection shall be in form and substance

amended to read as follows:

SECTION 8. WHEREAS, it is found by the Board of Directors of the
City of Little Rock, Arkansas, that effective July 1, 1963, the City will
be unable to assist those indigent medically needy citizens with the free
services available through the University of Arkansas Medical Center with-
out serious risk of excessive expenses to the City of Little Rock, Arkan-
sas under the provisions of Act 183 of 1963; and WHEREAS,the providing
of the continued availability of such medical services without expense to
the City of Little Rock, Arkansas, can be continued by the employment of
a screening clerk as provided in the foregoing Sections of this Ordinance;
and WHEREAS, it is in the interest of the public peace, health and welfare
that such services be continued without interruption and without the risk
of expense to the City of Little Rock, Arkansas; and WHEREAS, this Ordinance

is necessary to provide for such continued services without expense
to the City of Little Rock, Arkansas; NOW THEREFORE, an emergency is
hereby found to exist and this Ordinance, being necessary for the pre-
servation of the public health, safety and welfare, shall be in full
force and effect from and after its passage, and all ordinances in con-
flict herewith are hereby repealed.
