AN ORDINANCE CONDEMNING CERTAIN PARCEL OF REAL
PROPERTY WITHIN THE PROPOSED EAST -WEST EXPRESSWAY
TO BE USED FOR THE PURPOSE OF CONSTRUCTING AN
EXPRESSWAY AND RELATED DRAINAGE FACILITIES; DIRECTING
THE CITY ATTORNEY TO INSTITUTE PROPER CONDEMNATION
PROCEEDINGS TO CARRY OUT THE INTENT AND PURPOSES
HEREOF; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
SECTION 1. The City of Little Rock does hereby condemn
for street right -of -way and drainage facilities the following
described parcel of real property situated in the City of Little
Rock, Arkansas:
A parcel of land situated in the North four (4) acres
of the East one -half (E2) of the Southwest quarter
(SW-14) of Section Six (Sec. 6), Township One North
(T -1 -N), Range Twelve West (R- 12 -W), City of Little
Rock, Pulaski County, Arkansas, more particularly des-
cribed as follows:
Beginning at the Northeast (NE) corner of said South-
west one - quarter (SW2) of Southwest quarter (S W2),
thence S112811911 West a distance of 56.97 feet to a
point, thence S75058159" West a distance of 23.40 feet
to a point, thence N8800910911 West a distance of 117.06
feet to a point, thence N2600510911 East a distance of
60.63 feet to a point, thence N4604812911 East a distance
of 11.74 feet to a point on the North property line,
thence S6801414111 East a distance of 105.90 feet to the
point of beginning; containing 0.16 acres, more or less.
(Said property is owned by Martha ((Mrs. Howard) Thom.)
The aforesaid property is necessary to be utilized in
the construction and improving of an expressway in the City of
Little Rock and to provide for necessary storm drainage in rela-
tion thereto and for other related uses.
SECTION 2. The City Attorney is hereby authorized and
directed to file in the proper Courts proceedings for the con-
demnation of the property described in Section 1 hereof and to
secure an immediate Order of such Court allowing the City to
take immediate possession of the property described in Section 1
hereof upon its posting bond in an amount to be determined by the
Court and to do any and all other things reasonably necessary in
obtaining immediate possession of said property.

SECTION 3. Whereas the condition of thoroughfares and
required traffic facilities for East -West traffic within the
City of Little Rock are inadequate to sustain the flow of
traffic within this City, thereby causing congestion of traffic
on the existing streets and whereas the proposed East -West
Expressway is designed to relieve the aforesaid congestion of
vehicular traffic, thereby enhancing the welfare, health and
safety of the citizens of this City; now, therefore, an
emergency is hereby found to exist and this ordinance being
necessary in the implementation and construction of adequate
facilities for East -West traffic, the same shall, upon its
passage and approval, become immediately effective.
