AN ORDINANCE CONDEMNING CERTAIN PARCELS OF REAL
PROPERTY WITHIN THE PROPOSED EAST -WEST EXPRESSWAY
TO BE USED FOR THE PURPOSE OF CONSTRUCTING AN
EXPRESSWAY AND RELATED DRAINAGE FACILITIES;
DIRECTING THE CITY ATTORNEY TO INSTITUTE PROPER
CONDEMNATION PROCEEDINGS TO CARRY OUT THE INTENT
AND PURPOSES HEREOF; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
RUCK, ARKAN SAS :
SECTION 1. The City of Little Rock does hereby condemn
for street right -of -way and drainage facilities the following
described parcels of real property situated in the City of Little
Rock, Arkansas:
The North 33 -1 /3rd feet of Lot 9, and all
of Lot 10, Block 4, Roots and Coys Addi-
tion to the City of Little Rock, Arkansas,
which property appears to be owned by
Minnie Nichols, and others;
Lot 9, Block 4, R. D. Plunkett's Addition
to the City of Little Rock, Arkansas,
which property appears to be owned by
Charles S. Penny;
The East one -half (Ek) of Lot 2, Block 3,
R. D. Plunkett's Addition to the City of
Little Rock; and part of Lot 1, Block 3,
R. D. Plunkett's Addition to the City of
Little Rock, described as follows: Begining
on the North line of said lot at a point
24.5 feet West of the Northeast corner
thereof; thence South 75 feet, thence East
2 feet; thence South 56 feet to the South
line of said lot; thence West 27.5 feet to
the Southwest corner of said lot; thence
North 131 feet to the Northwest corner of
said lot; thence East 25.5 feet to the point
of beginning, in Pulaski County, Arkansas,
which property appears to be owned by E. B.
Whitaker.
The aforesaid properties are necessary to be utilized
in the construction and improving of an expressway in the City
of Little Rock and to provide for necessary storm drainage in
relation thereto and for tither related uses.

SECTION 2. The City Attorney is hereby authorized and
directed to file in the proper Courts proceedings for the con-
demnation of the properties described in Section 1 hereof and to
secure an immediate Order of such Court allowing the City to
take immediate possession of the properties described in Section
1 hereof upon its posting bond in an amount to be determined by
the Court and to do any and all other things reasonably necessary
in obtaining immediate possession of said properties.
SECTION 3. Whereas the condition of thoroughfares and
required traffic facilities for East -West traffic within the
City of Little Rock are inadequate to sustain the flow of traffic
within this City, thereby causing congestion of traffic on the
existing streets and whereas the proposed East -West Expressway is
designed to relieve the aforesaid congestion of vehicular traffic,
thereby enhancing the welfare, health and safety of the citizens
of this City; now, therefore, an emergency-is hereby found to
exist and this ordinance being necessary in the implementation
and construction of adequate facilities for East -West traffic,
the same shall upon its passage and approval become immediately
effective..
