HomeMy WebLinkAbout11581rn rn N ra s4 0 A ro W a� Q4 0 x ORDINANCE NO. 11,581 AN ORDINANCE AMENDING CODE OF ORDINANCES OF THE CITY OF LITTLE ROCK BY ADDING A SECTION WITHIN CHAPTER ELEVEN (11) OF SAID CODE OF ORDINANCES TO PROVIDE FOR POWERS OF PUBLIC SHELTER MANAGERS IN THE EVENT OF A NATIONAL EMERGENCY SUCH AS A NUCLEAR ATTACK; AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION I. The code of Ordinances of the City of Little Rock, Arkansas, Is hereby amended by adding to Chapter It there- of a Section entitled "Section II - 5.1 - Powers of Public Shelter Managers," which section shall be in form and substance as follows: - SECTION 11 - 5.1 - Powers of Shelter Managers a. The Director of Civil Defense, subject to the approval of the City Manager, may select and appoint persons who shall serve as public shelter managers In the event of a national emergency such as a nuclear attack, who shall be Iwpowered to take charge of public shelters wade available through the other provisions of this chapter and shall, among others, have the following powers: (1) In the event of a national emergency such as a nuclear attack, all public shelter managers duly appointed hereunder shall open public shelters assigned to them; take charge of all stocks of food, water and other supplies stored in said shelters; admit the public according to the City's regula- tions and Shelter Use Plan; and take whatever control measures may be reasonably necessary for the protection and safety of the occupants. (2) Shelter managers are authorized to use reasonable restraint against those who refuse to cooperate with the routine and regulations of shelter life under emergency conditions. Refusal to carry out or obey the order of the shelter manager or any reasonable regulation in force shall be deemed a misdemeanor which, upon conviction, shall be punishable by a fine of not more than Fifty and No /100 Dollars ($50.00).
