LYING- IN SECTIONS �., 2, as' ill TOWNSHIP_.1.NORTH, RANGE 13 WEST, CONTAINING 396 ACRES, OR,.61 SQUARE MILES, MDRE OR LESS; DIRECTING CITY OFFICIS TO TAKE,ANY OTHER NECESSARY STEPS AL TO . ACCOMPLISH SAID ANNEXATION, DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.. BE IT'ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS SECTION 1. That certain real property, hereinafter described and which is located in Pulaski County, Arkansas, adjacent and contiguous to the Western boundary of the City of Little Rock, Arkansas and which lies in Sections 1, 2, and 11, Township 1 North, Range 13 West, containing 396 acres, or .61 square miles, more or less, has been improved by the erection and occupancy of business establishments, residences and other type structures, and is wholly inclosed by the City of Little Rock city limits; and said territory should be annexed to the present City of Little Rock in the best interests of said territory and in the best interests of the orderly growth of the City of Little Rock, and so that it any be best protected from the standpoint of peace, health, fire and safety hazards. Said property is more particularly described as follows: "Beginning at the Southwest corner of the Northwest one - quarter (NWt) Northwest one - quarter (Nwt), of Section 11, T1 -N9 R -1i -W; thence rum East along;,the South line of the North one -half (Nk), North one -half (Nk) of Sec- tion 11, T -1 -N, R -13 -W to..a point which is the.-South- east corner of the Northeast one- quarter (NEk) North- west one- quarter (Wt)-; thence run North along the North and South center line-of Section 11, T -1 -N9 R-13 -W and Sec. 2, T -1 -N, R-13 to a point which is.the Northwest corner of the Southwest one- quarter (SWt) Southeast one - quarter (SE*.) SECTION 2. That the question of the annexation of the above- described property shall be submitted to the qualified electors of the city of Little Rock at the next General Elec- tion, which shall be held on the Tuesday next after the first Monday in November, 1964, or November 3, 1964. SECTION 3. That, in the event a majority of the qualified electors at the election mentioned in Section 2 of this ordinance-, approve of said annexation to the City of Little Rock of the -3- territory described in Section l of this ordinance, the City Manager is directed to take any and all appropriate steps necessary and desirable to complete the annexation of said lands and territory$ or any part thereof, to the City of Little r Rock in conformity with the provisions of Arkansas law. SECTION 4. The establishment of regular boundaries to the City of Little Rock, Arkansas, and the elimination of areas wholly surrounded by the City of Little Rock which are urban in character and capable of being developed further in an urban character, and the bringing into the City of Little Rock of the above - described improved territory now lying adjacent and con- tiguous and wholly surrounded by the West boundary of the City of Little Rock is hereby found to be vital to the public peace, health and safety, and an emergency is hereby declared to exist, and this ordinance being necessary to relieve said emergency, it shall be and become in full force and effect from and after its passage and approval.
