AN ORDINANCE VACATING, ABANDONING AND CLOSING WEST 11TH
STREET BETWEEN IZARD STREET AND CHESTER STREET; BISHOP
STREET BETWEEN WEST 16TH STREET AND WEST 17TH STREET;
VICTORY STREET BETWEEN WEST 9TH STREET AND WEST 10TH
STREET; AND WEST 13TH STREET BETWEEN IZARD STREET AND
CHESTER STREET, ALL IN THE CITY OF LITTLE ROCK, ARKANSAS;
AND FOR OTHER PURPOSES.
WHEREAS, four Petitions were duly filed by the Housing Authority
of the City of Little Rock, Arkansas, and certain other persons
named below, with the Board of Directors of the City of Little Rock,
Arkansas, asking the Board of Directors to vacate, abandon and close
portions of certain streets as follows:
A. A Petition by Housing Authority of the City of
Little Rock, Arkansas, and Board of Education of
the Methodist Episcopal Church as Petitioners,
asking the Board of Directorsto vacate, abandon,
and close West 11th Street between Izard Street
and Chester Street;
B. A Petition by Housing Authority of the City of
Little Rock, Arkansas, Arkansas Baptist College
and St. Bartholomew Church as Petitioners, asking
the Board of Directors to vacate, abandon, and
close Bishop Street between West 16th Street and
West 17th Street;
C. A Petition by Housing Authority of the City of Little
Rock, Arkansas, as Petitioners, asking the Board of
Directors to vacate, abandon and close Victory Street
between West 9th Street and West 10th Street; and
D. A Petition by Housing Authority of the City of Little
Rock, Arkansas, as Petitioner, asking the Board of
Directors to vacate, abandon and close West 13th
Street between Izard Street and Chester Street;
same being more particularly described in said Petitions and
hereafter; and
WHEREAS, after due notice as required by law, the Board of
Directors has, at the time and place mentioned in the Notices, heard
all persons desiring to be heard on the question and has ascertained
that the portions of the streets described above are no longer needed
or required for corporate purposes or for use by the general public
and adjoining owners in that other streets and alleys are available
and used for these purposes, that the Petitioners on each of the
four Petitions described above are the only abutting landowners upon
the portions of the streets described above to be vacated and accord-
ingly all abutting landowners have consented to such abandonment,
and that the public interest and welfare will not be adversely
affected by the abandonment thereof;

NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City of Little Rock, Arkansas, hereby releases,
vacates and abandons all its rights, together with the rights of
the public generally, in and to the following described portions
of streets:
A. West 11th Street between Izard Street and Chester
Street, Little Rock, Arkansas, more particularly
described as follows:
Beginning at the Southwest corner of Block 246,
Original City of Little Rock; thence East along
the North right -of -way line of West 11th Street to
the Southeast corner of said Block 246; thence South
to the Northeast corner of Block 245, Original City
of Little Rock; thence East along the South right -
of -way line of West 11th Street to the Northwest
corner of said Block 245; thence North to the point
of beginning.
B. Bishop Street between West 16th Street and West 17th
Street, Little Rock, Arkansas, more particularly
described as follows:
Beginning at the Northwest corner of Block 28,
CENTENNIAL ADDITION to the City of Little Rock; thence
South along the East right -of -way line of Bishop Street
to the Southwest corner of said Block 28; thence West
to the Southeast corner of Block 29, CENTENNIAL ADDITION
to the City of Little Rock; thence North along the West
right -of -way line of Bishop Street to the Northeast
corner of said Block 29; thence East to the point of
beginning.
C. Victory Street between West 9th Street and West 10th
Street, Little Rock, Arkansas, more particularly
described as follows:
Beginning at the Northwest corner of Block 327,
Original City of Little Rock; thence South along the
East right -of -way line of Victory Street to the South-
west corner of said Block 327; thence West to the
Southeast corner of Block 348, Original City of Little
Rock; thence North along the West right -of -way line of
Victory Street to the Northeast corner of said Block
348; thence East to the point of beginning.
D. West 13th Street between Izard Street and Chester
Street, Little Rock, Arkansas, more particularly
described as follows:
Beginning at the Southwest corner of Block 244, Original
City of Little Rock; thence East along the North right -
of -way line of West 13th Street to the Southeast corner
of said Block 244; thence South to the Northeast corner
of Block 243, Original City of Little Rock; thence West
along the South right -of -way line of West 13th Street
to the Northwest corner of said Block 243; thence North
to the point of beginning;

and the ownership thereof except as to utility easements provided
for in Section 2 hereafter shall vest in said owners of the abutting
property along each described portion of the streets as set forth.
above, their heirs or successors and assigns.
SECTION 2. The rights now held by any public utility company,
under the laws of the State of Arkansas or under grants heretofore
made by the City of Little Rock, Arkansas, to use the portions of the
streets as described above in Section 1, for the location and
operation of lines and facilities for the furnishing of public
utility services shall not be abrogated, diminished or changed by
the enactment of this Ordinance, and utility easements now in effect
are specifically excepted from this closing.
SECTION 3. A copy of this Ordinance, duly certified by the City
Clerk, shall be filed in the Office of the Recorder of Pulaski County,
Arkansas, and recorded in the deed records of said County.
SECTION 4. The redevelopment of the lands now owned by Petition-
er, Housing Authority of the City of Little Rock, Arkansas, as part
of its urban renewal project, will be seriously delayed if said
portions of streets are not closed and vacated immediately. An
emergency is therefore declared to exist and this Ordinance being
necessary for the immediate preservation of the public welfare shall
take effect immediately upon its passage and approval.
SECTION 5. All ordinances or parts of ordinances in conflict
herewith are hereby repealed.
