The City of Little Kock does hereby condemn for street right -of -way and drainage facilities the following described Parcels of real property situated in the City of Little Rock, Arkansas: :f. The vlest ten feet of Lot 6, Block 12, Ferndale .Addition to the City of Little Rock, which property appears to be owned by Lonnie Reed. B. The vilest ten feet of Lot 7, Block 12, Ferndale Addition to the City of Little Rock, which property appears to be owned by Roy Luke Chappel. C. Lot 1, Block 2, Capitol View Addition, City of Little Rock, which property appears to be owned by Thomas R. McGuire, Jr. D. Lots 14, 15, and 16, Block 1, Capitol View Addition, City of Little Rock, which property appears to be owned by Gus L. Hegberg 4 wife Mary vvilliamson. E. LOtS 4 and 5, Block 1, Capitol View Addition, City of Little Rock, which property appears to be owned by A.L. Blount. F. Chronister and D.R. Chronister. The aforesaid properties are necessary to be utilized in the construction and improving of the relocation of a part of West 3rd Street in the City of Little Rock and in the widening of Woodrow Street in the City of Little Rock and to provide for necessary storm drainage in relation thereto and for other related uses. SECTION 2. The City "ttorney, upon being advised by the City Manager that further negotiations with the property owners of the foregoing tracts have been terminated, is hereby authorized and directed to file in the proper Courts proceedings for the condemna- tion of the properties described in Section 1 hereof and to secure an Order of such Court allowing the City to take immediate possession of the properties described upon its posting bond in an amount to be determined by the Court and to do any and all other things reasonably necessary in obtaining immediate possession of said pro- perties. SECTION 3. Whereas, the condition of thoroughfares and required traffic facilities for West 3rd Street and Woodrow Streets within the City of Little Rock are indequate to sustain the flow of traffic within this City thereby causing congestion of traffic on the existing Street; and whereas, the proposed relocation of 4est 3rd Street and widening of Woodrow Street are designed to relieve the congestion of vehicular traffic thereby enhancing the welfare, health and salty of the citizens of this City, now, there- fore, an emergency is hereby found to exist and this ordinance, being necessary in the implementation and construction of adequate facilities for the West 3rd and Woodrow Street traffic, the same shall upon its passage and approval become immediately effective.
