RELOCATION PROJECT AND THE WIDENING OF
WOODROW STREET PROJECT IV) BE USED FOR THE
PURPOSE OF CONSTRUCTION 4 -111D 'WIDENING THE
STREETS PROPOSED WITHIN SAID AREA AND FOR
RELATED DRAINAGE FACILITIES; DIRECTING
THE CITY ATTORNEY TO INSTITUTE PROBER
COND&MATION PROCEDURES, TO CARRY OUT THE
INTENT AND PURPOSES HEREOF; 1�ND FUR OTHER
PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY

SECTION 1. The City of Little Kock does hereby condemn
for street right -of -way and drainage facilities the following
described Parcels of real property situated in the City of Little
Rock, Arkansas:
:f. The vlest ten feet of Lot 6, Block 12, Ferndale
.Addition to the City of Little Rock, which property appears to be
owned by Lonnie Reed.
B. The vilest ten feet of Lot 7, Block 12, Ferndale
Addition to the City of Little Rock, which property appears to be
owned by Roy Luke Chappel.
C. Lot 1, Block 2, Capitol View Addition, City of
Little Rock, which property appears to be owned by Thomas R. McGuire, Jr.
D. Lots 14, 15, and 16, Block 1, Capitol View Addition,
City of Little Rock, which property appears to be owned by Gus L.
Hegberg 4 wife Mary vvilliamson.
E. LOtS 4 and 5, Block 1, Capitol View Addition, City
of Little Rock, which property appears to be owned by A.L. Blount.
F. Part of Lot 13, Block 1, Capitol View ,Addition to
the City of Little Rock; Beginning at the Northeast corner of said
Lot 13; thence South 20 14' 06" Wiest along the East line of said Lot
13,41.49 feet; thence North 470 30' 33" West 64.36 feet to a point on
the North line of said Lot 13; thence South 870 38' 34" East along the
North line of Lot 13, 49.12 feet to the point of beginning, containing
1019 square feet more or less, which property appears to be owned by
Chester Bowman Estate.
G. East 50 feet of Lots 1,2, and 3, Block 3, and the
West 50 feet of Lots 10,11, and 12, Block 3, Plunkett's Second

Addition, City of Little Rock, which property appears to be owned
by George E. Collins.
H. East 100 feat of Lots 10, 11, and 12, Block 3,
Plunkett's Second r�dition to the City of Little Rock, which
property appears to be owned by George A. Mathews and wife Alpha
Omega.
I. Part of the West one -third of Lots 1,2, and 3,
Block 6, Plunkett's Second .Addition, City of Little Rock; begin-
ning at the Southwest corner of said one -third of Lots 1,2, and 3;
thence North 20 50' 45" East along the West line of said Block 6,
90.0 feet; thence South 710 28' 18" East 48.89 feet; thence South
20 50' 45" West 76.0 feet; thence South 880 14' 48" West 46.7 feet
to the point of beginning, containing 3876 square feet, more or
less, which property appears to be owned by William L. Duvall.
J. Part of the middle one -third of Lots 1,2, and 3,
Block 6, Plunkett's Second Addition to the City of Little Rock;
beginning at the Southwest Corner of said middle one -third of Lots
1,2, and 3; thence North 20 50' 45=' Last 76.0 feet; thence South
550 3y' Jy" East 54.76 feet; thence South 20 50' 45" West 46.5
feet; thence South 880 14' 48" West 46.7 feet to the point of begin-
ning, containing 2860 square feet, more or less, which property
appears to be owned by William L. Duvall and Bill E. Deaton.
K. .eart of the East one -third of Lots 1, 2, and 3,
Block 6, Plunkett's Second Addition to the City of Little Rock;
beginning at the Southeast corner of Lot 3; thence South 880 14' 48"
West along the South line of Lot 3, 46.7 feet; thence North 20 50'
45" East 46.5 feet; thence South 550 30' 05" East 54.76 feet to a
point on the East line of Lot 3; thence South 20 50' 45" West along
the East line of Lot 3, 17.0 feet to the point of beginning, con -
taining 1482 square feet, more or less, which property appears to be
owned by w.irr. Chronister and D.R. Chronister.
The aforesaid properties are necessary to be utilized
in the construction and improving of the relocation of a part of
West 3rd Street in the City of Little Rock and in the widening of
Woodrow Street in the City of Little Rock and to provide for necessary
storm drainage in relation thereto and for other related uses.
SECTION 2. The City "ttorney, upon being advised by
the City Manager that further negotiations with the property owners
of the foregoing tracts have been terminated, is hereby authorized
and directed to file in the proper Courts proceedings for the condemna-
tion of the properties described in Section 1 hereof and to secure
an Order of such Court allowing the City to take immediate possession
of the properties described upon its posting bond in an amount to
be determined by the Court and to do any and all other things
reasonably necessary in obtaining immediate possession of said pro-
perties.
SECTION 3. Whereas, the condition of thoroughfares
and required traffic facilities for West 3rd Street and Woodrow
Streets within the City of Little Rock are indequate to sustain the
flow of traffic within this City thereby causing congestion of
traffic on the existing Street; and whereas, the proposed relocation
of 4est 3rd Street and widening of Woodrow Street are designed to
relieve the congestion of vehicular traffic thereby enhancing the
welfare, health and salty of the citizens of this City, now, there-
fore, an emergency is hereby found to exist and this ordinance, being
necessary in the implementation and construction of adequate
facilities for the West 3rd and Woodrow Street traffic, the same
shall upon its passage and approval become immediately effective.
