ORDINANCE NO. 11,731
AN ORDINANCE AMENDING CERTAIN PARTS OF
CHAPTER 13 OF THE CODE OF ORDINANCES
OF THE CITY OF LITTLE ROCK, ARKANSAS;
ADOPTING THE 1965 EDITION OF THE FIRE
PREVENTION CODE ISSUED BY THE AMERICAN
INSURANCE ASSOCIATION; PROVIDING FOR
A PENALTY FOR VIOLATIONS OF SAID CODE;
AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:

SECTION 1. Section 13 -1 of the Code of Ordinances of the City of
Little Rock, Arkansas, is hereby amended to read as follows:
"Section 13 -1. Adoption of fire prevention code.
There is hereby adopted by the Board of Directors
of the City of Little Rock for the purpose of prescribing
regulations governing conditions hazardous to life and
property from fire or explosion, that certain code known
as the Fire Prevention Code recommended by the American
Insurance Association (successor to National Board of
Fire Underwriters), being particularly the 1965 Edition
thereof and the whole thereof, save and except such por-
tions as are hereinafter deleted, modified or amended,
of which code not less than three copies have been and
now are filed in the office of the City Clerk and the
same are hereby adopted and incorporated as fully as if
set out at length herein and the provisions thereof shall
be controlling within the limits of the City of Little Rock."
SECTION 2. Sub- section (1) of Section 13 -5 of the Code of
Ordinances of the City of Little Rock, Arkansas, is hereby
amended to read as follows:
"(1) Manufacture, sale and discharge of fireworks. Section
13.3b is amended to read as follows:
"(b) Except as hereinafter provided it shall be unlawful
for any person to store, to offer for sale at retail,
expose for sale at retail, sell at retail, or use or
explode any fireworks; provided that the chief of the
fire department shall have power to adopt reasonable
rules and regulations for the granting of permits for
supervised public displays of fireworks by the munici-
pality, fair associations, amusement parks, and other
organizations. Every such display shall be handled by
a competent operator approved by the chiefs of the
police and fire departments of the municipality, and

shall be of such a character, and so located, dis-
charged or fired as in the opinion of the chief of
the fire department after proper inspection, shall
not be hazardous to property or endanger any person"
SECTION 3. Sub - section (4) of Section 13 -5 of the Code of
Ordinances of the City of Little Rock, Arkansas, is hereby
amended to read as follows:
11(4) Automatic dispensing devices. Section 16.64d is
deleted in its entirety."
SECTION 4. It is the intention of this Ordinance to adopt in
the place and stead of the Fire Prevention Code (1960 Edition)
the Fire Prevention Code (1965 Edition), together with the modi-
fications and deletions thereto heretofore existing under Article
1 of Chapter 13 of the said Code of Ordinances. All of the
modifications to the Fire Prevention Code contained within
Section 13 -5 of the Code of Ordinances of the City of Little
Rock, Arkansas, as herein amended in Sections 2 and 3 of this
Ordinance, are adopted fully as continuing modifications of the
said Fire Prevention Code (1965 Edition).
SECTION 5. This Ordinance shall be in full force and effect
from and after its passage and approval.
