a) SECTION 1. Short Title: This Ordinance is and shall

be referred to hereafter as "The Budget Ordinance of the City
of Little Rock, Arkansas, for 1966" .
SECTION 2. This Ordinance contains descriptions, tables,
summaries, legends and writings calculated to depict a true and
accurate statement of the fiscal affairs of the City of Little
Rock, Arkansas, as same are anticipated as of January 17 1966.
All revenues shown herein are based upon estimates and subject
to change. All appropriations hereinafter made are calculated
to be responsive generally to department needs and anticipated
revenues. Certain specific items or lines within Section 3
herein are sectionalized consecutively and certain other lines,
items or pages are not so.sectionalized. In order to avoid
duplicity and confusion in appropriating moneys, only such

horizontal lines hereof as shall be sectionalized on the left-
hand margin shall be considered appropriations for the purposes
specified and no item, line or part hereof which is not so sec-
tionalized shall be deemed in any manner whatsoever an appropria-
tion of any money or funds for any purposes but shall stand
merely as totals, explanations or summary for information pur-
poses only.
SECTION 3. There is hereby appropriated from revenues
during the fiscal year of the City of Little Rock, Arkansas,
commencing January 1, 1966 and ending December 319 1966, the
respective suns for each and every item or class of expendi-
ture hereinafter set forth, commencing with sub - section (1) and
sub - divisions thereof and continuing through sub - section 9/4_
and sub - divisions thereof, as follows:

SICTIOD 4. In additioi-, to the appropriations made in
Section 3 and its sub - divisions, there is hereby appropriated
from unappropriated balance in the ucneral Fund during; the year
1966, the sum of One Hundred Fifty Thousand and Wo /100 Dollars
01501000.00) which shall be set aside in a right -of -way re-
serve account or fund for the acquisition of public right;. -of-
way for street acid related purposes within the City of Little
Roca. There is further appropriated from unappropriated bal-
saice in the Street Fund during the year 1966, the sum of One
Hundred Thousand and 140/100 Dollars (4100,000.00) to be set
aside into a right -of -way reserve account or fund for the pur-
pose of acquiring right -of -way within the City of Little Rock
for street and related purposes.
SLCTI WI y• Any appropriation herein made may, by
ordinance, be amended, altered or changed by amending only
the sectionalized horizontal line or lines in which the change
or changes may be desired. It shall be unnecessary to amend
any other portion hereof and all unsectionalized portions
hereof not specifically designated in the amending ordinance
shall be deemed changed to reflect any such amendment.
In the event that funds herein appropriated to sal-
aries of employees within the several sub - sections shall be
unexpended and available for transfer for other uses and purposes,

it shall be sufficient in any ordinance transferring such funds
to refer to the "aggregate of appropriations for salaries with-
in sub - section �", and it shall be unnecessary to amend
or reduce any specific appropriation of salaries within said
sub - section.
SECTION 6. This Ordinance shall be in full force and
effect on January 11 1966.
