ORDINANCE NO. 11,932
AN ORDINANCE VACATING, ABANDONING AND CLOSING THE
SOUTH 116.45 FEET OF THE NORTH -SOUTH ALLEY LOCATED
WITHIN BLOCK 84, ORIGINAL CITY OF LITTLE ROCK,
ARKANSAS, IN CONFORMANCE WITH THE PROVISIONS OF THE
URBAN RENEWAL PLAN FOR THE CENTRAL LITTLE ROCK URBAN
RENEWAL PROJECT, PROJECT ARK R -12; AND FOR OTHER
PURPOSES.
WHEREAS, under the provisions of Resolution No. 277D ,
duly adopted by the Board of Directors of the City of Little
Rock, Arkansaq, on December 18, 1961, the Urban Renewal Plan
of the Housing Authority of the City of Little Rock, Arkansas,
for the Central Little Rock.Urban Renewal Project, Project No.
ARK R -12, was formally approved; and
WHEREAS, said Board of Directors in said Resolution found
that in order to implement and facilitate the effectuation of
said Urban Renewal Plan, certain official action must be taken
by the Board of Directors, including the vacating, abandoning,
and closing of certain streets, alleys, and other public ways,
all as provided for in said Urban Renewal Plan; and
WHEREAS, the objectives of said Urban Renewal Plan have
now been sufficiently attained to require that official action
be taken at this time to vacate, abandon and close the South
116.45 feet of the North -South alley located within Block 84,
Original City of Little Rock, Arkansas, said portion of said
alley being no longer needed for corporate purposes; and
WHEREAS, in order to better provide for the public welfare,
safety, comfort and convenience of the general public and the
inhabitants of the City of Little Rock, Arkansas, it is necessary
at this time to vacate, abandon and close the South 116.45 teet
of said North -South alley located within Block 84, Original City

of Little Rock, Arkansas as more particularly hereinafter described;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. The City of Little Rock, Arkansas, under its
powers as set forth in Arkansas Statutes (1947) Annotated, Sections
19 -2304, 19 -3029 and 19 -3817, hereby vacates, abandons and closes
the South 116.45 feet of the North -South alley located within
Block 84, Original City of Little Rock, Arkansas; the portion of
said alley which is hereby vacated, abandoned and closed being
more particularly described as follows:
Beginning at the Southeast corner of Lot 6, Block 84,
Original City of Little Rock, Arkansas; run thence
North along the West right -of -way line of the North -
South alley located within Block 84, Original City of
Little Rock, Arkansas, 116.45 feet to a point; run
thence East to the East right -of -way line of said North -
South alley located within Block 84, Original City of
Little Rock, Arkansas; run thence South 116.45 feet
along the East right -of -way line of said North -South
alley located within Block 84, Original City of Little
Rock, Arkansas, to the Southwest corner of Lot 7 in said
Block 84;run thence West along the North side of Fifth
Street to the point of beginning. (Same being also
described as: All of the North -South alley located
within Block 84, Original City of Little Rock, Arkansas,
which lies West of Lots 7 and 8 and the South 16.45
feet of Lot 9, Block 84, Original City of Little Rock,
Arkansas.)
And the City of Little Rock, Arkansas, hereby relinquishes unto
the adjoining landowner, Housing Authority of the City of Little
Rock, its successors and assigns, all of the right, title and
interest of the City of Little Rock, Arkansas, and of its inhab-
itants, and the public generally, in respect to the portion of
said alley which is vacated, abandoned and closed as aforesaid.
Section 2. A copy of this Ordinance, duly certified by
the City Clerk, shall be filed in the office of the Recorder of
Pulaski County, Arkansas, and recorded in the deed records of
said County.

Section 3, The redevelopment of the lands located within
Block 84, Original City of Little Rock, Arkansas, now owned by
Housing Authority of the City of Little Rock, Arkansas, as part
of its Urban Renewal Plan, will be seriously delayed if said
portion of said alley is not closed and vacated immediately. An
emergency is therefore declared to exist, and this Ordinance
being necessary for the immediate preservation of the public
welfare, shall take effect immediately upon its passage and
approval.
Section 4. The Board of Directors finds that this Ordinance
is enacted at the request of the Housing Authority of the City
of Little Rock, as the owner of the greater portion of the land
included in said Block 84; and the Board further finds that the
owners of all other lands included in said Block 84 have consented
in writing to the enactment of this Ordinance. in other words,
this Ordinance is enacted with the unanimous approval of the
owners and proprietors of all lands located in said Block 84.
Section 5. All ordinances or parts of ordinances in
conflict herewith are hereby repealed.
