HomeMy WebLinkAbout12061ORDINANCE NO. 121061 AN ORDINANCE AMENDING CHAPTER 37 OF THE CODE OF ORDINANCES TO PROVIDE AND ESTABLISH, IN ADDITION TO THE PROVISIONS THEREIN SET FORTH, RULES AND REGULATIONS FOR THE DEVELOPMENT OF INDUSTRIAL SUB - DIVISIONS; AND FOR OTHER PUR- POSES. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. o. r) SECTION 1. Any sub - divider of land for industrial N rC purposes within the territorial jurisdiction of the City of cy Little Rock shall submit to the Little Rock Planning Commission, N plats of the sub - division and plans for indicated improvements according to the regulations provided by this Ordinance. The rules and regulations herein provided are specifically for .o. industrial developments and all existing rules and regulations a� ra a� of Chapter 37 of the Code of Ordinances shall be applicable to k such industrial developments except where specifically in con- flict with the provisions of this Ordinance. The provisions of this Ordinance shall be and are hereby designated as a part of Chapter 37 of the Code of Ordinances of the City of Little Rock. SECTION 2. The industrial sub - division rules and regulations established by this Ordinance are designed to further the gneral purposes of this Chapter and more particu- larly to achieve the following purposes: (1) To meet the needs of the metropolitan area =s — expected further industrial economy by making available a wide range of suitable sites for all types of manufacturing and re- lated activities. (2) To prot @ct these manufacturing and related developments agaiat congestion by limiting the bulk of the building in relation to the land around them, and to one another, and by requiring the providing of off - street parking and loading facilities. -2- SECTION 3. STREET DESIGN REQUIREMENTS. The following are design requirements for any proposed industrial development: (A) Street right -of -way widths Minor Streets Major Streets Alleys Cul -de -sacs Cul -de -sac turnarounds 60 foot minimum 100 foot minimum 20 foot minimum 60 foot minimum 130 foot diameter minimum (B) Street paving widths and types Minor Streets Major Streets Cul -de -sacs Cul -de -sac turnarounds Alleys 36 foot minimum As required by Planning Commission 36 foot minimum 100 foot diameter minimum 20 foot minimum (C) The maximum allowable grades shall be 6% (six) on all streets within the subdivision or on a boundary street of a subdivision where there are lots having access from the boundary street. (D) The property line radius at street or alley intersections shall be a minimum of 50 feet, and if the angle of street or alley intersections is less than 900, the Comm- ission may require a greater radius. (E) Curb line radius at street or alley intersections shall be at least 50 feet and where the angle of street or alley intersections is less than 900, the Commission may require a greater radius, and the intersection designed to accommodate turning movements of WB -50 vehicles. SECTION 4. LOT OR TRACT DESIGN REQUIREMENTS. (A) Building lines shall be a minimum of 40 feet on all minor streets, and a minimum of 70 feet on all major streets. The building line shall be a minimum of 30 feet from all other -3- property lines. One -half of any adjacent permanent open space or easement retained by the Grantor for utility or other pur- poses or dedicated to the public shall be allowed as part of the required 30 foot building line requirement. (B) The area of all buildings combined shall not exceed 50% of the lot area. SECTION 5. IMPROVEMENTS. Every subdivider shall be required to install at his own expense or have installed by the appropriate public utility the following improvements in addition to all other required improvements in Chapter 37: (A) All street pavementsshall be designed to acc- ommodate the type and volume of vehicular traffic encountered and in accordance with Chapter 36 of the Code of Ordinances. (B) All drainage required for the development of the subject property or surrounding right -of -way or public drainage the street right -of -way shall b, quired drainage shall be either lining. All drainage within underground and all other re- underground or have a concrete private internal drainage on (C) Accommodations for fire hydrants shall be pro- vided by the installtion of necessary T }s and cut -off valves as required by the Little Rock Water Department and Fire Department. (D) All parking areas, loading docks and maneuvering areas for wheeled vehicles shall be on private property. SECTION 6. The Staff shall have the right to approve all final plats on individual tracts provided they comply with all subdivision rules and regulations and the Planning Commiss- ion has approved a preliminary over -all street and development plan. SECTION 7. No final plat of land for industrial pur- poses situated within the zoning jurisdiction of the City of -4- Little Rock shall be approved unless it complies with all provisions of all the Codes and Ordinances of the City of Little Rock. SECTION 8. ALTERNATE REQUIRED IMPROVEMENTS FOR INDUSTRIAL SUBDIVISION. The following improvements and re- quirements are alternates in lieu of curb and gutter and underground drainage: (1) Pavement widths for minor streets shall be a minimum of 28 feet with 6 foot paved shoulders. These shoulders shall be designed to meet 75% of the design requirements for the pavement. A double surface treatment may be used for these shoulders. (2) Open unpaved drainage ditches will be permitted in street right -of -ways or easements provided it meets the following requirements: (a) The side slopes shall commence a minimum of 4 feet from the edge of the paved shoulders. (b) The side slope for both slopes of the ditch shall be at a four to one or lesser slope. (c) The maximum high water ditch elevation for designed capacity as per Chapter 36 of this Code shall be a minimum of 6f1 below the bottom of the base of the paved shoulder. (d) Street shoulder, right -of -way width shall be a minimum of 10 feet beyond the top of the back slope re- quirements. (e) Concrete head walls and /or flume type structures shall be required for all underground facilities as required. (f) Bills of Assurance will require the ad- joining property owners to mow and maintain the right -of -way and /or drainage easement adjacent to his property. Upon proper 5111 notice, if the property owner does not comply with the notice, the area may be maintained and the property owner billed as per the procedure on vacant lots within the City. (g) All required drainage ditches shall be designed for appropriate erosion control (such as sodding, ditch checks, rip rap, ditch paving, or other acceptable en- gineering practices). In the case of open drainage within the street right- of- way the following shall be the setback line from the center line of the right -of -way: (1) Minor Streets 70 feet (2) Major Streets 120 feet (3) Cul -de -sacs 70 feet (4) Cul -de -sac turnarounds 105 feet Where street right -of -way requirements as set forth above are greater than normal requirements, the building line shall be minimum of 20 feet from the right -of -way line. In no case shall it be less than the requirements set forth immediately above. SECTION 9. This Ordinance shall be in full force and effect from and after its passage.
