HomeMy WebLinkAbout12007•5 r ORDINANCE NO. 12,007 AN ORDINANCE SUBMITTING TO THE QUALIFIED VOTERS OF THE CITY OF LITTLE ROCK, ARKANSAS, AT A SPECIAL ELECTION TO BE HELD FEBRUARY 14 , 1968, THE QUESTION OF ISSUING BONDS FOR THE PURPOSE OF DEVELOPMENT AND IMPROVEMENT OF THE MUNI C I PAL FLYING FIELD. WHEREAS, the municipal flying field of Tittle Rock, known as Adams Field, the municipal airport, is now inadequate to meet the rapidly expanding needs of the City for air travel and air freight, and it is estimated that the cost to the City of.the immediately- needed improvements of the airport will be $3,000,000; and WHEREAS, the City can secure the money to make this improvement by issuing.Airport Improvement Bonds under the provisions of Amendment No. 13 to the Constitution of the State of Arkansas, provided the proposed issue is approved by the qualified voters of the City; now, therefore, BE IT ORDAINED, by the Board of Directors of.the City of Little Rock, Arkansas: SECTION 1. That there shall be submitted to the qualified Voters of the City of Little Rock at a special election to be held in said City on February 14 1968, the question of issuing bonds in the amount of $3,000,000 for the purpose of developing and improving the municipal airport, said bonds to be dated as of February 1, 1968, to be callable at the option of the City, and to mature serially on February 1 of each year as follows: $100,000 65,000 70,000 75,000 80,000 85,000 90,000 95,000 100,000 105,000 110,000 115,000 in in in in in in in in in in in in 1971 1972 1973 and 1974 1975 1976 1977 1978 and 1979 1980 1981 1982 1983 1984 $125,000 in 1985 130,000 in 1986 135,000 in 1987 140,000 in 1988 150,000 in 1989 155,000 in 1990 165,000 in 1991 175,000 in 1992 180,000 in 1993 190,000 in 1994 205,000 in 1995 SECTION 2. That the question shall appear on the ballot for said special election in substantially the following form: ' '� c 1 AV For an issue of Airport Improvement Bonds in the amount of $3,000,000 by the City of Little Rock, Arkansas . . . . . . . . [ ] Against an issue of Airport Improvement Bonds in the amount of $3,000,000 by the City of Little Rock, Arkansas . . . . . . . . [ ] The bonds will be issued under authority of Amend- ment No. 13 to the Arkansas Constitution for the purpose of developing and improving the municipal airport by the construc- tion of an airport terminal building and an air freight building and related facilities. They will be callable at the option of the City, and will mature serially on February 1 of the years 1971 to 1995, both inclusive. SECTION 3. That said election shall be held and conducted and the vote canvassed and the result declared under the law and in the manner now provided for special municipal elections, so far as the same may be applicable, and the Mayor of the City of Little Rock, Arkansas, is hereby authorized and directed to give notice of the special election by advertisement published weekly, once a week for four times, in a newspaper published and having a bona fide circulation in the City of ..Little Rock, Arkansas, the last publication to be not less than ten days prior to the date of said election, and only qualified electors of the City shall have the right to vote. SECTION 4. That the result of said election on said question shall be proclaimed by the Mayor and his proclamation shall be published one time in a newspaper published and having a bona fide circulation in the City of Little Rock, Arkansas, and the result of said election as proclaimed by the Mayor shall be conclusive unless attacked in the courts within thirty days after the date of such proclamation. SECTION S. That a copy of this ordinance be given to the Pulaski County-Board of Election Commissioners, so that it may provide the necessary voting precincts, supplies, and officials to conduct said ...election, SECTION 6. That the City Board of Directors hereby finds and declares that the present inadequate facilities of the municipal airport for air- travel and air freight cause congestion of both passenger travel and freight shipment, with resultant - delays and For an issue of Airport Improvement Bonds in the amount of $3,000,000 by the City of Little Rock, Arkansas . . . . . . . .
