AN ORDINANCE VACATING, ABANDONING AND CLOSING
GARF IE LD STREET BETWEEN THE NORTH RIGHT-OF-WAY
LINE OF WEST TWELFTH STREET AND THE SOUTH RIGHT -
OF -WAY LINE' OF THE WEST UNIVERSITY INTERCHANGE OF
THE EAST -WEST EXPRESSWAY, IN SANDEFUR'S ADDITION TO
THE CITY OF LITTLE ROCK, ARKANSAS; WEST TENTH
STREET BETWEEN THE WEST RIGHT -OF -WAY LINE OF
UNIVERSITY AVENUE AND THE NORTH -SOUTH ALLEY IN
BLOCKS 7 AND 10, SANDEFUR'S ADDITION TO THE CITY
OF LITTLE ROCK, ARKANSAS; ALL OF WEST ELEVENTH
STREET BETWEEN THE WEST RIGHT-OF-WAY LINE OF
UNIVERSITY AVENUE AND THE NORTH -SOUTH ALLEY IN
BLOCKS 10 AND 15 , SANDEFUR'S ADDITION TO THE CITY
OF LITTLE ROCK, ARKANSAS; THE EAST -WEST ALLEY
LOCATED IN BLOCKS 15 AND 16, SANDEFUR'S ADDITION
TO THE CITY OF LITTLE ROCK, ARKANSAS BETWEEN THE
WEST RIGHT -OF -WAY LINE OF UNIVERSITY AVENUE AND
THE WEST BOUNDARY OF THE NORTH -SOUTH ALLEY IN
BLOCK 15, SANDEFUR ' S ADDITION TO THE CITY OF
LITTLE ROCK, ARKANSAS; THE NORTH -SOUTH ALLEY IN
BLOCKS 8, 9 AND 16, SANDEFUR'S ADDITION TO THE
CITY OF LITTLE ROCK, ARKANSAS; THE NORTH-SOUTH
ALLEY IN BLOCKS 7, 10 AND 15, SANDEFUR'S ADDITION
TO THE CITY OF LITTLE ROCK, ARKANSAS; ALL IN THE
CITY OF LITTLE ROCK, ARKANSAS.
WHEREAS , a Petition was duly filed by the Housing Authority
of the City of Little Rock with the Board of Directors of the City
of Little Rock, Arkansas, asking the Board of Directors to vacate,
abandon and close portions of Garfield, West Tenth and Eleventh
Streets and the alleys in Blocks 7, 8, 9, 10, 15 and 16, Sandefur's
Addition to the City of Little Rock, Arkansas, same being more
particularly described in said Petition and hereafter; and
WHEREAS, after due notice as required by law, the Board
of Directors has, at the time and place mentioned in the Notice,
heard all persons desiring to be heard on the question and has
ascertained that said Streets and alleys are no longer needed or
required for corporate purposes or for use by the general public
and adjoining owners, in that other streets and alleys are avail-
able or will be made available for these purposes; that Petitioner
Housing Authority of the City of Little Rock, Arkansas is the only

owner of lands abutting upon the streets and alleys to be vacated
in these proceedings; and accordingly all abutting landowners have
consented to such abandonment, and that the public interest and
welfare will not be adversely affected by the abandonment thereof;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. The City of Little Rock, Arkansas, hereby
releases, vacates and abandons all its rights, together with the
rights of the public generally, in and to Garfield, West Tenth and
Eleventh Streets and the alleys in Blocks 7, 8, 9, 10, 15 and 16,
Sandefur's Addition to the City of Little Rock, Arkansas, more
particularly described as follows:

All of Garfield Street between the North right -of -way
line of West Twelfth Street and the South right -of -way
line of the West University Interchange of the East -
West Expressway, more particularly described as follows:
Beginning at the Southwest corner of Lot 9 of Block 16,
Sandefur's Addition to the City of Little Rock,
Arkansas, run thence North along the East right -
of -way line of said street to its point of inter-
section with the South right- of -w-ay line of the 1,7est
University Interchange of the East-r.-Jest Expressway;
thence ,ester ly along the said South r fight -of -way
line of the West University Interchan a of the
East -lest Expressway to its point of intersection
with the West right -.of -way of Garfield Street; thence
South along the West right-of-way of Garfield
Street to a point of intersection with the North
right-of-way of West Twelfth Street; thence East
along said North right- of-way line of West ,Twelfth
Street to the point of beginning.
All of West Tenth Street between the West right-of-
way line of University Avenue and a North - South
alley in Blocks 7 and 10, Sandefur's Addition to
the City of Little Rock, Arkansas, more particularly
described as follows: Beginning at the Southeast
corner of Lot 6 of Block $, Sandefur's Addition to
the City of Little Rock, Arkansas, thence West along
the North right -of -way line of West Tenth Street to
the Southwest corner of Lot 6 of Block 7, Sandefur's
Addition to the City of Little Rock, Arkansas; thence
South to the Northwest corner of Lot 1 of Block 10,
Sandefur's Addition to the City of Little Rock,
Arkansas; thence East along the South right -of -way
of West Tenth Street to the Northeast corner of
Lot 1 of Block 9, Sandefur's Addition to the City
of Little Rock, Arkansas, same being a point on the
West right -of -way line of University Avenue.; thence
North along the West right -of -way line of University
Avenue to the point of beginning.
All of West Eleventh Street between the West right -of-
way line of University Avenue and a North -South alley
in Blocks 10 and 15, Sandefur's Addition to the City
of Little Rock, Arkansas, more particularly described
as follows: Beginning at the Southeast corner of
Lot 6 of Block 9, Sandefur's Addition to the City. of
Little Rock, Arkansas; thence West along the North
right -of -way of West Eleventh Street to the Southwest
corner of Lot 6 of Block 10, Sandefur's Addition to
the City of Little Rock, Arkansas; thence South to
the Northwest corner of Lot 1 of Block 15, Sandefur's
Addition to the City of Little Rock, Arkansas; thence
East along the South right -of -way line of West
Eleventh Street to the Northeast corner of Lot 1 of
Block 16, Sandefur's Addition to the City of Little
Rock, Arkansas, which also is a point located on the
West right -of -way line of University Avenue; thence
North along the West right -of -way line of University
Avenue to the point of beginning.

The East -West alley located in Blocks 15 and 16,
Sandefur's Addition to the City of Little Rock,
Arkansas, between the West right -of -way of University
Avenue and the Eastern boundary of the North -South
alley in Block 15, more particularly described as
follows: Beginning at the Northeast corner of Lot 4,
Block 16, Sandefur's Addition to the City of Little
Rock, Arkansas; thence West along the South right -of-
way line of said East -West alley located in Blocks 15
and 16, Sandefur's Addition to the City of Little Rock,
Arkansas, to its point of intersection with the East
right -of -way line of the North -South alley in Block 15
of Sandefur's Addition to the City of Little
Rock, Arkansas, same being the Northwest corner
of Lot 6 of Block 15, Sandefur's Addition to th.a.
City of Little Rock, Arkansas; thence Noi.therly
to the Southwest corner of Lot-3 of Block 15,
Sandefur's Addition to the City of Little Rock.-
Arkansas; thence East along the North right-of-
way line of said East -West alley located in
Blocks 15 and 16, Sandefur's Addition to the City
of Little Rock, Arkansas, to its intersection with
the West right -of -way line of University Avenue;
thence South to the point of beginning.
The North -South Alley in Blocks 8, 9 and 16,
Sandefur's Addition to the City of Little Rock,
Arkansas, more particularly described as follows:
Beginning at the Southwest corner of Lot 3,
Block 16, Sandefur's Addition to the City of
Little Rock, Arkansas; thence North along. the
East right -of -way line of said North -South alley
located in Blocks 8, 9 and 16, Sandefur's Addition
to the City of Little Rock, Arkansas to its point
of intersection with the South right -of -way line
of the West University Interchange of the East-
West Expressway; thence Westerly along the South
right-of-way line of the West University Inter-
change of the East -West Expressway to the point
of intersection with the West right -of -way line
of said North -South alley; thence South along the
West right -of -way of said North -South alley in
Blocks 8, 9 and 16, Sandefur's Addition to the
City of Little Rock, Arkansas, to the Southeast
corner of Lot 10 of Block 16., Sandefur's Addition
to the City of Little Rock, Arkansas; thence East
to the point of beginning.
North -South alley in Blocks 7, 10 and 15, Sandefur's
Addition to the City of Little Rock, Arkansas, more
particularly described as follows: Beginning at the
Southwest corner of Lot 6 of Block 15, Sandefur. is
Addition to the City of Little Rock, Arkansas;
North along the East right -of -way line of said North
South alley in Blocks 7, 10 and 15 ,. S andefur 's
Addition to the City of Little Rock, Arkansas, to a
point of intersection with the South right -of -way
line of the West University Interchange with the
East -West Expressway,thence Northwesterly to a concrete
monument which marks the West boundary of said North -
South alley; thence South along the West boundary.

Sandefur's Addition to the City of Little Pock,
Arkansas, to the intersection of the West boundary
of said alley with the North right -of -way line of :west
Twelfth Street.

and ownership thereof except as to utility easements provided for
in Section 2 hereafter shall be vested in the Petitioner herein
in the manner according to law.
Section 2. That the rights now held by any public utility
company, under the laws of the State of Arkansas or under grants
heretofore made by the City of Little Rock, Arkansas, to use the
streets and alleys as described above in Section 1, for the
location and operation of lines and facilities for the furnishing
of public utility sexvices shall not be abrogated, diminished or
changed by the enactment of 4his Ordinance, and utility easements
now in effect are specifically excepted from this closing.
Section 3. A copy of this ordinance, duly certified by the
City Clerk, shall be filed in the office of the Recorder of Pulaski
County, Arkansas, and recorded in the deed records of said County.
Section 4. The redevelopment of the lands now owned by
Petitioner, Housing Authority of the City of Little Rock, Arkansas,
as part of its urban Anewa project, will be seriously delayed if
said streets and alleys are not closed and vacated immediately. An
emergency is therefore declared to exist and this Ordinance being
necessary for the immediate preservation of the public welfare shall
take effect immediately upon its passage and approval.
Section 5. All Adinances or parts of ordinances in conflict
herewith are hereby repealed.
