AN ORDINANCE DECLARING IT A PRIVILEGE TO
OFFER TAXICAB SERVICE AT THE LITTLE ROCK
MUNICIPAL AIRPORT; PROVIDING RULES AND
REGULATIONS FOR SUCH TAXICAB SERVICE;
MAKING THE VIOLATION THEREOF A MISDEMEANOR
AND PROVIDING PENALTIES THEREOF: AND FOR
OTHER PURPOSES
WHEREAS, The operation of taxicab service on the premises of the
Little Rock Municipal Airport, either originating or terminating thereon,

NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE

SECTION 1. No taxicab shall be eligible for service at the Airport
except if it is authorized to engage in taxicab service in keeping with

N the applicable laws of the State of Arkansas and/or the City of Little

Rock and is plainly marked, numbered, kept clean in appearance and in

SECTION 2. The loading of passengers in taxicabs leaving the Airport

shall be under the direction of an employee of the Airport who shall be
a�
videntified as a 'taxicab starter" and who shall be responsible for the
9 orderly operation of taxicab service.
SECTION 3. Persons seeking taxicab service at the Airport Terminal
shall be directed by the taxicab starter to the cab in the No. 1 position
of a pick -up line provided for the exclusive use of cabs on the curb
line adjacent to the baggage claim area. No person shall be loaded as
a passenger into a taxicab except when it is in the No. 1 position. The
taxicab in the No. 1 position may remain so situated until it has
boarded at least one passenger but shall not wait for a longer period
of time to load more than one passenger except when such passengers are
members of the same party. Prior to loading passengers the taxicab
operator shall cause the sum of twenty -five (25(�)cents to be deposited
in a device provided at a place conveniently situated for such purpose.
SECTION 4. Taxicabs arriving at the Airport terminal to discharge
passengers will use the curb area just north of the main entrance for

this purpose only and shall be immediately removed from said position
following the discharge of passengers.
SECTION 5. Taxicab operators shall remain in their taxicabs at
all times while in the pick -up line except for the purpose of assisting
passengers to load baggage and become seated in the taxicab. Under no
conditions shall a taxicab operator engage in the solicitation of
passengers.
SECTION 6. Any violation of provisions of this ordinance shall be
a misdemeanor and upon conviction the violator shall be fined in any
sum not less than $25.00.
Further, the operator of a taxicab who violates the provisions of
this ordinance shall forfeit his privilege of offering taxicab service
at the Airport Terminal and/or on Airport property.
SECTION 7. This Ordinance shall be in full force and effect
from and after its passage.
