AN ORDINANCE CONDEMNING CERTAIN PARCELS
OF REAL PROPERTY WITHIN THE PROPOSED RIGHT -
OF -WAY FOR THE RECONSTRUCTION AND IMPROVING
OF MISSISSIPPI STREET; DIRECTING THE CITY
ATTORNEY TO INSTITUTE CONDEMNATION PROCEED-
INGS; AND FOR OTHER PURPOSES.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. The City of Little Rock does hereby condemn for
street right -of -way the following parcels of real property situated in
the City of Little Rock, Pulaski County, Arkansas, to -wit:
A
Part of the North 50 feet of the North 100 feet of
Lots 11, 12 and 13, Block 8 of Riffel & Rhoton's
Forest Park Highlands Addition to the City of
Little Rock, Pulaski County, Arkansas, being more
particularly described as follows:
A part of the North 50 feet of the North 100 feet
of Lot 13, Block 8 of Riffel & Rhoton's Forest Park
Highlands Addition, beginning at the Northwest
Corner of said Lot 13; thence Easterly along the
North line of said Lot 13 a distance of 4.43 feet
to a point on the new East right -of -way line of
Mississippi Avenue; thence Southerly along said
right -of -way line a distance of 49.96 feet to a
point on the South line of the North 50 feet of the
North 100 feet of said Lot 13; thence Westerly along
said North line of the North 50 feet of the North 100
feet of said Lot 13 a distance of 4.01 feet to a point
on the West line of said Lot 13; thence Northerly along
said West line of said Lot 13 a distance of 49.96 feet
to the point of beginning; containing 211.00 square
feet, more or less.

Part of the South 50 feet of Lots 11, 12 and 13,
Block 8 of Riffel & Rhoton's Forest Park Highlands
Addition to the City of Little Rock, Pulaski County,
Arkansas, more particularly described as follows:
A part of the South 50 feet of Lot 13, Block 8 of
Riffel & Rhoton's Forest Park Highlands Addition,
beginning at the Southwest Corner of said Lot 13;
thence Easterly along the South line of said Lot 13
a distance of 3.56 feet to a point on the new East .
right -of -way line of Mississippi Avenue; thence
Northerly along said right -of -way line a distance of
50.04 feet to a point on the North line of the South
50 feet of said Lot 13; thence Westerly along the
North line of the South 50 feet of said Lot 13 a
distance of 3.65 feet to a point on the West line of
said Lot 13; thence Southerly along the West line of
said Lot 13 a distance of 50.09 feet to the point of
beginning; containing 182.16 square feet, more or less.

The aforesaid parcels of real property are needed to be
utilized as right -of -way in the construction and reconstruction of
Mississippi Street in the City of Little Rock.
SECTION 2. The City of Little Rock does hereby condemn in
connection with the reconstruction of the right -of -way of Mississippi
Street in the City of Little Rock temporary easements over and across
the following described parcels of land in the City of Little Rock,
Pulaski County, Arkansas, to -wit:

A strip of land 10 feet in width, running generally
North and South and adjoining on the East that
taking described in Section lA hereof.

A strip of land 5 feet in width, running generally
North and South and adjoining on the East that
taking described in Section 1B hereof.
The parcels of property identified in this section are being
condemned only for a temporary period of time in that they are needed
for construction purposes in connection with the reconstruction of
Mississippi Street in the City of Little Rock and said easements shall
terminate upon the completion of the construction of this project and
the acceptance of the street by the City of Little Rock.
SECTION 3. The City Attorney is hereby authorized and
directed to file in the proper court proceedings for the condemnation
of the property described in Sections 1 and 2 hereof, and to secure
an'order of such court permitting the City to take immediate possession
..of--said-property-upon posting a bond in an amount to be determined by the
court and to do any and all other things necessary in order to obtain
immediate possession of said property.
SECTION 4. Mississippi Street, in its present condition,
is inadequate to accommodate the flow of vehicular traffic utilizing
and-attempting to utilize said street, thereby causing congestion of
traffic thereon and on streets adjacent thereto; and the proposed
improvement of said street is designed to relieve the congestion of
traffic thereby enhancing the health, peace and safety of the citizens

of the City of Little Rock. Now, therefore, an emergency exists and this
ordinance, being necessary to protect the health, peace and safety, shall
become effective immediately upon its passage.
