AN ORDINANCE ADOPTING AND ESTABLISHING
THE OFFICIAL SALARY PAY PLAN AND JOB
CLASSIFICATION SYSTEM FOR THE CITY OF
LITTLE ROCK; APPROPRIATING THE SUM OF
$116,000.00 FROM THE STREET AND GENERAL
FUNDS; AND FOR OTHER PURPOSES
WHEREAS, the City of Little Rock has caused to be completed
a salary survey and pay plan together with job evaluation for
employees of the City of Little Rock and has received from the
performing consultants certain recommendations consisting of
five documents, identified as follows:
a. Part I Factoran
b. Part II Pointran
c. Part III Job Descriptions and Specifications
d. Part IV Salary Administration and Classification
e. Part V Basic Report;
and,
WHEREAS, within the five documents above enumerated, tables
are provided identified by title as follows:
1. Factoran Range and step tables;
2. Factoran monthly rate table;
3. Factoran grades and job values;
4. Pointran Range and step tables;
5. Pointran monthly salary table; and
6. Pointran grades and total points.
Said tables constitute the definitive statement of salaries to
be paid for most City jobs or positions of employment; and,
WHEREAS, these tables must be adopted to authorize the
City Manager to cause the salaries therein provided to be paid
City employees.
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. The tables cited above and which are now and
will hereafter until changed remain on file in the records of
the City Clerk are hereby adopted as the official pay plan of
the City of Little Rock effective December 15, 1969. Those
jobs or positions of employment with the City not classified
under the tables hereinabove enumerated shall be paid in keeping
with nonsectionalized line item provisions in the departmental
personnel schedule as provided for in the budget - document of

the City of Little Rock adopted for the year 1970 and which is
also on file in the office of the Director of Finance and City
Clerk.
SECTION 2. The 5 documents, exclusive of the tables
reflected therein of the job classification system are con-
sidered administrative statements and subject to change, inter-
pretations and adjustments based on good administrative practice.
SECTION 3. The tables adopted in Section 1 hereof are
subject to annual modification based on the Bureau of Labor
statistical data; provided, however, such modifications and
adjustments shall not become effective except by official
approval of the Board of Directors of the City of Little Rock.
SECTION 4. Those employees of the City of Little Rock
who will realize a salary or pay increase as a result of the
adoption of this ordinance shall likewise be entitled to a
retroactive payment as salary in an amount equal to the dif-
ference between one month's pay received by such employee
prior to the adoption of this ordinance and that authorized
by this ordinance, less the usual tax and other withholdings,
and same shall be paid to such employee by separate check or
voucher of the City of Little Rock on December 19, 1969.
SECTION 5. There is hereby appropriated from the unexpended
balance in the General and Street Funds respectively, the sums
of $96,046.00 and $19,954.00 to be used for the purpose of
providing the necessary funds to effect the payment of the
salaries both prospective and retroactive as provided for by
this Ordinance for the remainder of the year, 1969.
SECTION 6. This Ordinance shall be in full force and
effect from and after its passage.
